Both sides were to withdraw artillery systems of 100-plus calibre at least 25km back from the battlefront. Ukraine complies but the Russian Federation deploys and uses large-bore artillery regularly. Death and destruction from Moscow’s guns is a constant visitor. 3/11
OSCE monitors are to be afforded unrestricted freedom of movement. The Russian invaders electronically jam and shoot down OSCE drones, restrict OSCE monitor teams, disable OSCE cameras, and blew up an OSCE vehicle on 23 April 2017 – killing American Joseph Stone. 4/11
There are supposed to be local elections in occupied parts of Donetsk and Luhansk regions, held in accordance with Ukrainian law and international norms. The Russians refuse to allow elections and steal Ukrainian citizenship from the occupied populace instead. 5/11
The Minsk Agreements oblige both parties to carry out an “all for all” prisoner exchange. Ukraine handed over all POWs and even common criminals who had nothing to do with Russia’s invasion. The Russian Federation holds hundreds of hostages, POWs and prisoners of conscience. 6/11
Humanitarian assistance must be provided to those in need. But aggressor Russia sends fake “humanitarian convoys” that contain war matériel – trucks that are not inspected by the ICRC, the OSCE or the UN. The captive population in Donetsk and Luhansk lives in penury. 7/11
Pensions and other government services are supposed to be provided to Ukrainian citizens. The Russian invaders prevent that from happening. In Luhansk region they force elderly people to walk across a half-destroyed bridge at Stanytsia Luhanska to get their pensions. 8/11
Control of the state border was supposed to be returned to Ukraine. Instead, the Russian invaders block all monitoring of the border by the OSCE. The aggressor state moves across the border to its occupation army an unlimited supply fuel, weapons and ammunition. 9/11
Minsk requires withdrawal of all foreign armed formations, military equipment as well as mercenaries, and the disarmament of all illegal groups. Instead, the Russian Federation maintains an occupation army in Donetsk and Luhansk made up substantially of mercenaries. 10/11
Pay attention to what the Russian Federation does and doesn’t do. Pay no attention to anything Putin says.

During December the occupiers secretly imported fuel, war matériel, weapons, ammunition, electronic warfare equipment and UAVs by road and rail from the Russian Federation to the 1st & 2nd Army Corps. Fake “humanitarian convoys” were a component of this military resupply.
