Crucial: as Ive argued since BEFORE covid, we urgently need a SERIOUS EMERGENCY PROCUREMENT SYSTEM. The EU system killed people & let FoxKiller waste millions of taxpayers ££ for 2 yrs on nonsense. I had to move v fast in totally opaque legal miasma. Where is Gvt action???
Good news Court of Appeal has seen sense & said I behaved lawfully but it's hopeless having these things go thro courts for years causing massive uncertainty/delays/costs across Whitehall. We urgently need *clear procurement rules for people acting in an emergency*
Good to see Court of Appeal endorsing Vote Leave on EU procurement regulations: EU system's 'complex provisions might be thought to be the antithesis of urgency'. EXACTLY
CoA: no *actual* bias, not even *apparent* bias. Slam dunk. I/officials behaved reasonably & lawfully. Good to see common sense from CoA given emergency. But most important: we need new *clear simple emergency procurement system*, not Kimono wasting time & £ re loony EU rules
Also important & missed by media so far: Court of Appeal sends unmistakeable signal that it thinks *Kimono shd NOT have been given standing for this JR* & signals a future case shd kick him into touch
