• Under Vaccine Pass, only vaccinated or exempted persons allowed in the scheduled premises

• Being vaccinated helps alleviating pressure on the health system
• Depending on the new tightened social distancing measures yet to be announced, will advise later on which scheduled premises can remain open

• Patients in hospitals, school students (primary/secondary) will be exempt

• Vaccine Pass implemented in 3 phases
• up to April 29th, one dose required

• for medical exemption, need certificate

• Under Vaccine Pass, scheduled premises split into two types: Active and Passive checking

• Active premises are catering premises and clubhouses. Must show QR code to enter
• Passive checking premises are malls, supermarkets, wet markets etc

• Those staying in hotels and guesthouses do not need to bring/show vaccination record

• The QR Scanner app for staff has been made easier, only need to scan

• No need for staff to hold phone. Guests can scan on entry 👇

• Record is kept for 31 days. Data is encrypted, user data can not be read, unless CHP needs to trace someone. CHP can request a one-time password to access the data
Q&A:

Q: What happens if you are unvaccinated and need pass through a mall etc to get home?

A: Dedicated website available soon (with illustrations). Having to pass through malls etc to get to work or home; exempt. But if you stop to shop etc, no go.
Q: Are you going to lower the age group to under 12s?

A: Rule nothing out, but it's 12+ until June 30th.
Q: What about people using someone else's vax record?

A: Person using it will be prosecuted like someone using false documents. For the person whose record is used, depends if it was stolen or given.
Q: Any plans to turn LHS into a tracing app?

Tony Wong: LHS isn't a tracing app. It's to help people know if they were at a place with a COVID-19 case. (then explains how CHP can access the data if necessary)
Q: How long is Vaccine Pass going to be here for?

Deputy Secretary for Food and Health (Health), Kevin Choi: As long as its necessary to combat COVID-19
Q: Why Passive and Active venues?

Kevin Choi: Some venues are deemed higher risks. Honestly, perhaps we do need to do active check-in (for all premises including supermarkets etc) in the future, but for now, no.

11-month-old girl with no known chronic illness passed away in Queen Elizabeth Hospital yesterday. Positive for COVID-19.

Admitted to TKO A&E with seizures 19/02. Later transferred to QEH ICU. Treated with Remdesivir. Passed away at 6.59pm 20/02.

HA's Dr Lau Ka Hin:
As the patient was only in hospital for a short time, the case has been referred to the coroner.
Numerous family members had tested positive for COVID-19 by rapid antigen tests at home.

The PCR test performed on the baby girl had at Ct value of 17.

After her condition continued to deteriorate, she was intubated. She suffered from cardiac arrest.
