Thread: The President’s #budget released yesterday would provide $71.9 billion for HUD programs, a 9% increase over the FY22 bill enacted earlier this month. Many of the new funds are targeted to people who need them the most – as it should be. Here are some highlights:
The budget requests sufficient funding to maintain existing #Housing Choice Vouchers and expand assistance to an additional 200,000 households.
Due to limited funding, only 1 in 4 people eligible for rental assistance receive it. The majority of those in need are people of color, and new vouchers will help more people access stable #housing. cbpp.org/majority-of-ho…
HUD would have the flexibility to target the new vouchers to people experiencing or at-risk of #homelessness & survivors of domestic violence & trafficking. This is the budget’s most important investment to help people who struggle most to afford #housing
Also included is $445M for mobility-related services to help expand #housing options for families receiving vouchers who want to live in low-poverty areas. There are also additional investments in asset-building programs, including $120M for the Family Self Sufficiency program.
Modest but important increases to preserve public #housing, a key source of stable, affordable homes: fully funding operating subsidies (according to HUD’s estimates) & $300B in new investments to increase public housing’s climate resilience & energy & water efficiency.
The #budget also requests $100 billion in needed supplemental subsidies to preserve public #housing under the Rental Assistance Demonstration, which can help fund badly needed renovations & ensure that developments are retained as affordable housing for the long run.
The #budget requests an increase in Homeless Assistance Grants of $576 million, which includes funding for Continuum of Care (CoC) & Emergency Solutions Grants renewals as well as $134 million in new projects for domestic violence/trafficking survivors & youth.
It notably also includes a $20 million increase in CoC planning funds to help communities better plan for the use of other funding streams - like vouchers - that serve people experiencing #homelessness.
Other funding will support fair #housing enforcement & education, housing for older adults & people with disabilities, & people living in tribal areas.
The #budget also proposes $50 billion in mandatory funding & additional Low-Income #Housing Tax Credits to increase housing supply. This includes $35 billion for a new HUD program called the Housing Supply Fund.
This fund would be used to develop housing for renters & homebuyers, including families w/ incomes of up to 150% of area median income who live in high-cost areas. Resources would also help eliminate barriers to building affordable housing, w/ some funding set aside for tribes.
Details on the Housing Supply Fund are limited, but people with incomes approaching 150% of median are unlikely to need assistance to afford #housing. And without additional thoughtful targeting, spending on these households may entrench racial disparities.
Stated another way: if the only targeting is a requirement that the housing be affordable for people with incomes up to 150% area median income, the #housing that gets developed could be entirely out of reach for lower income households.
Lawmakers should target new #housing resources on efforts that help people who need it most & any new mandatory funding for housing should include both supply investments & a major voucher expansion.
Bottom line? Investing in both supply & affordability is the best way to ensure everyone has a safe home.

Thread: Today is the 22nd anniversary of the Supreme Court’s landmark #Olmstead decision, which held that states must serve people with disabilities in the community rather than institutions when community-based services can meet their needs. olmsteadrights.org/about-olmstead/
Lawmakers have a historic opportunity to fulfill the promise of #Olmstead to ensure that people with disabilities can live in the community with the supports they need to stay out of institutions.
While progress has been made over the last two decades, many people with disabilities are still forced to live in institutional settings due to inadequate home- and community-based services (#HCBS) and affordable #housing.
