Incoming: Russia staged the attack. Highly unlikely two missile bodies land in such short distance of each other. (logic - missile parts probably moved to one location for further inspection)
Suggestion: maybe the serial number is not that of the missile itself, but of a part of the missile. Minds are like parachutes. They only work when open. Check this thread.
