Supreme Court to hear the plea seeking directions against alleged hate speeches at the Dharam Sansad event held in Himachal Pradesh.
Senior Advocate Kapil Sibal had informed earlier that this was a very "urgent" matter #HateSpeech#SupremeCourt
Justice AM Khanwilkar: this is Himachal matter?
(Why is there no sound?) Mr Sibal can you hear me?
Sibal: Please look at page 9
SC: your original writ plea was for Uttarakhand and Delhi
Sibal: they are holding it all over the country. Now this was in Una. we wrote to collector and SP to stop it and they did not do anything. please read what was said.
SC: earlier decisions have considered preventive action
Sibal: the collector has not done anything
SC to HP: there are guidelines in Poonawalla case. are you following it. no preventive action.. you have to stop it. file affidavit showing what preventive steps you took
HP: We had issued notification under Section 64 of the HP police act.
SC: This did not happen suddenly, it was planned and notice was given. you have to explain did you immediately react to the situation or not. explain the preventive steps taken
Sibal: no arrests were made
Counsel for UK: if they say dharams ansad will be held we cannot anticipate what will be said
SC: But if it is by the same person then you have to prevent it. dont make us say things
Counsel: we are doing our duty and we will do. let him have faith in us.
Uttarakhand: we registered 4 FIRs and it was relating to community A & then another FIR to another community B.
SC: Precautionary and preventive measures have to be taken
Counsel for UK: It is an attempt to colour a community in a certain way and the community they are trying to protect is also here. we are maintaining harmony
Sibal: what is he saying?
SC to UK: This is not the way to address in court. If this again happens we have to ask the Chief Secretary to remain present.
UK: He says tomorrow dharam sansad will be held and we will do all our best to prevent any such act
SC: It is your duty you are not doing us a favour
SC: Counsel for Himachal Pradesh informs that preventive steps were taken and the guidelines laid down in the Poonawalla case has also been taken up. Let an affidavit be filed showing the status. List this application on May 9
SC: We are informed another Dharam sansad is planned in Roorkee tomorrow and another application has been filed against it. Counsel for UK submits that all preventive measures have been taken as per SC decisions.
SC: UK says authorities are confident that no such untoward statement will be made during the event and all steps as per decisions of this court will be taken. We direct Chief Secretary of UK to place above position on record and apprise us about the corrective measures

Justice Ravindra Bhat: there needs to be a greater analysis of pendency
Luthra: only 15% of last year’s pendency has been disposed and then less cases are being disposed every year #NIAct

#SupremeCourt is hearing a matter regarding cancellation of ration cards in Telangana
Bench: What were the grounds?
Counsel: They have grounds cited for general cancellation, but for me no specific criteria/ground cited. 21.94L cards cancelled which were given after verification by ration authorities.
One day say sorry, discontinued. Act of extreme cruelty, poor families rendered w/o cards.
Counsel: [Reads from written submissions] Total ration cards between 83-87, roughly a quarter then cancelled. When we protested lack of notice, their counter was NFSA there is no mention of notice needed
Natural justice means notice should be given. On Aadhaar, made mandatory
Bench: We know this case list make a point. Prob is Givernoe sending Cabinet recommendations to President.
Counsel: Consistent stand has been against the Governor's reccomendations. all IPC offences, culled out case by case, 302 cases power with governor
