First a recap from COP26:
7 months ago countries met in the @UNFCCC & signed the Glasgow Pact to work together to increase climate ambition. Two outcomes were critical for frontline communities- a promise to double adaptation, and a Glasgow Climate Dialogue on Loss & Damage / 2
At COP26, over 130 developing countries took a historic step to support a proposal for a Loss and Damage Finance Facility (LDFF). They represented nearly 5 billion people. It was a clear call to the international community for solidarity & support.
Rich nations- USA, the UK, the EU & others- vehemently blocked this proposal for an LDFF & instead agreed to a ‘Glasgow Dialogue’. This was *only* accepted by developing countries on the grounds that discussions would focus on getting an LDFF at COP27. politico.eu/article/eu-us-… /4
Meanwhile, the world has fundamentally changed. Govts make up new excuses for fossil fuel extraction amidst a war, the slew of pledges from Glasgow remain unfulfilled. Now in Bonn, countries have another chance to raise the stakes & set the stage for success at @COP27 / 5
But on day 1 what should have been a clear agreement on an agenda at #BonnClimateConference has been whittled down: yesterday countries kept adaptation on the agenda - to just two sessions over the session - while the Glasgow Dialogue was dropped as an official SB agenda item. /6
This is unacceptable. We ask developing countries @AOSIS, @LDCs and the G77+China to speak up & fight to secure the rightful place of loss and damage on the formal agenda with the intention to approve a finance facility in @COP27. / 7
All countries must stop playing politics on the backs of the most vulnerable people & respond to the needs on the ground for support.
People expect their representatives here to ensure the international climate agenda delivers climate justice. This is the moment to step up. /8
The formal negotiations from the SB can forward draft text to @COP27 and get us far closer to the decision to establish a Loss and Damage Finance Facility - a dialogue on its own will never be sufficient and has in the past only served as a smokescreen. #PayUpforLossandDamage / 9
The IPCC WGII report, described as an ‘atlas of human suffering’, showed the disconnect between the ground reality and the actions of governments. We don't have time for endless dialogues.

At #BonnClimateConference we need to secure a clear commitment that countries will take the discussion on both adaptation and loss and damage equally seriously. At this stage of the climate crisis, we cannot choose one over the other. We need both. Urgently. / ENDS

.@harjeet11: We as civil society are fearing that the #GlasgowDialogue will hang on and will not result in an outcome. Developing countries having been demanding for finance for #lossanddamage for about 30 years
We are reacting to the #UNFCCC text and stocktake now.
It would be a betrayal of people around the world, suffering from the impacts & those that are calling for action. The 🇨🇱presidency had 1 job, protect the integrity of the Paris agreement & not allow it to be torn apart by cynicism & greed. Right now it is failing. @climatemorgan
@mohadow: At the very least, we want to see revived the enhancements to the NDCs. If that doesn't come through, it will have failed. The second thing that is most important for this process is that we don't undermine the environmental integrity of the deal.
