As always with TIFs, the missing tax$ come at the expense of @RPS_Schools @RichmondPolice @rvaparksandrec @GRTCTransit @GRTCPulse resources that serve the city’s poorest citizens. It’s RobinHood in reverse, takes from the poorest, gives the $1.5 Billion to crony contractors
