Today, Putin's decree not only introduced martial law in 4 partially Russian-occupied regions of #Ukraine, but also introduces three separate governance and security regimes in #Russia:

2/x In the regions bordering Ukraine - from Bryansk to Krasnodar - plus the occupied Crimea and Sevastopol, not shown on the map as they are Ukraine, there is regime of "average reaction level" to be introduced. Show orange on the map.

In these (orange) areas, regional authorities are instructed to:

1) strengthen the public safety and security;
2) introduce the special mode of operation of objects providing the functioning of transport, communications and communications, and energy infrastructure.

3) temporarily relocate residents to safe districts;
4) introduce a special regime for entry and exit from the territory;
5) restrict movement of transport vehicles and implement inspection;

6) control over operation of transport and communications, printing houses, computing centers and automated systems - they can be requisitioned for needs of national defence, i.e. of the MoD.

In the regions shown as yellow - which include Moscow and Moscow region, there is regime of "elevated alert level" to be introduced. Shown yellow on the map.

In these (yellow) areas, regional authorities are instructed to implement the measures listed as above in the points of 1), 2), 5) and 6).

So, all of the above, minus evacuating residents and no entry/exit regime.

The rest of the country is declared as areas of basic alert level - shown blue.

In these (blue) areas, regional authorities are instructed only to:

1) strengthen the public safety and security;
2) introduce the special mode of operation of objects providing the functioning of transport, communications and communications, and energy infrastructure.

To summarise: #Russia's internationally recognised territory is thus divided into three separate governance and security regimes. The closer you are to #Ukraine, the more restrictions citizens, firms and organisations are likely to experience from the state.
