Today, Putin's decree not only introduced martial law in 4 partially Russian-occupied regions of #Ukraine, but also introduces three separate governance and security regimes in #Russia:

A quick thread:

2/x In the regions bordering Ukraine - from Bryansk to Krasnodar - plus the occupied Crimea and Sevastopol, not shown on the map as they are Ukraine, there is regime of "average reaction level" to be introduced. Show orange on the map.

2/x Image
In these (orange) areas, regional authorities are instructed to:

1) strengthen the public safety and security;
2) introduce the special mode of operation of objects providing the functioning of transport, communications and communications, and energy infrastructure.

3/x
In these (orange) areas, regional authorities are instructed to: (cont'd)

3) temporarily relocate residents to safe districts;
4) introduce a special regime for entry and exit from the territory;
5) restrict movement of transport vehicles and implement inspection;

4/x
In these (orange) areas, regional authorities are instructed to: (cont'd)

6) control over operation of transport and communications, printing houses, computing centers and automated systems - they can be requisitioned for needs of national defence, i.e. of the MoD.

5/x
In the regions shown as yellow - which include Moscow and Moscow region, there is regime of "elevated alert level" to be introduced. Shown yellow on the map.

6/x Image
In these (yellow) areas, regional authorities are instructed to implement the measures listed as above in the points of 1), 2), 5) and 6).

So, all of the above, minus evacuating residents and no entry/exit regime.

7/x
The rest of the country is declared as areas of basic alert level - shown blue.

8/x Image
In these (blue) areas, regional authorities are instructed only to:

1) strengthen the public safety and security;
2) introduce the special mode of operation of objects providing the functioning of transport, communications and communications, and energy infrastructure.

9/x
To summarise: #Russia's internationally recognised territory is thus divided into three separate governance and security regimes. The closer you are to #Ukraine, the more restrictions citizens, firms and organisations are likely to experience from the state.

END.

In #London, #UK, about a thousand people joined a rally organised by the Russian emigres in #protest against the war in #Ukraine and the ongoing political repressions in #Russia: ImageImageImageImage
More photos from this rally: interestingly the rally included members of the Russian ethnic minorities, from Sakha-Yakutia to North Caucasus. ImageImageImageImage

In #Russia, leaked documents shed light on Kremlin's plans to falsify "referenda" in the occupied areas in eastern and southern #Ukraine. The fraudulent "votes" are to be organised by the Russian EC, in blatant violation of international law.

The Russian occupiers already set a "target" figure for the "yes" vote in the referendum planned in occupied Donetsk region. Russia wants to get 70% in favour:

The Russian occupiers plan to conduct exit polls in occupied areas in Ukraine by pollsters from Russia and Belarus. And then "to use the opinion polling to legitimise the voting results".

The UN figures say that there are 1,968K Ukrainian refugees in Russia. There are big questions on how these people got to Russia - and also multiple reports of Russia forcibly deporting Ukrainians.
