Per a 1997 state law, the SOS is required to send inspectors to any county upon the request of 15 or more voters and has been sending them to Harris County, the state’s most populous, and many others for years.
Commission includes Harris County Judge, County Clerk, Tax Assessor Collector, and the chairs of the county's Democratic and Republican parties.
Note: the clerk and tax assessor collector, both elected officials, would have been in charge of elections in the county, but in 2020 commissioners court voted 3-2 to use an appointed elections administrator instead.

Today the Harris County Elections Commission will meet at 1:00 pm. There's only one item on the agenda:

logistics and operations for the November 8, 2022 elections."

But the "no-new-revenue" rate does not necessarily mean the government entity will collect the same amount; in most cases next year they will collect more revenue due to new properties added to the tax rolls.
