What the act proposes to do is no different than what countless sanctuary state/city laws in the US do:
Refuse to let municipal and provincial resources be used to enforce federal laws the locality opposes.
This is exactly how California and Chicago help Illegal immigrants

Trudeau's gun bans, emergencies acts, lockdowns, and tax policies would all have to be enforced with federal resources that don't exist

Under no circumstances will abortion be meaningfully banned in the US.
The Federal government bans weed, psychedelics, and Illegal immigrant labour... States just declare themselves sanctuaries and refuse to enforce. (as is their constitutional power)

I'm vastly more sympathetic to Zelensky than I am to US politicians complaining about costs.
The US is effectively forcing Ukraine to continue a war with the threat of withdrawing all aid, while at the same time Nickle and diming Ukraine on the costs of the war

Military expenditures are insane, even for small countries.
Canada's Annual military expenditures are 22 billion, and they support less than 100k personnel.
Ukraine's military budget before the war was 5.9 billion
And now they're expected to fight a top 3 military.

Russia's military budget is consistently 60billion plus. 4% of it's GDP and its been accumulating the material and benefit of that budget for decades.
Over the past 10 years they've spent well over 600 billion dollars on their military... and that was in peace.
