Muḥammad Dawood Muzammil was killed during an administrative meeting in the governor's office in Mazār-e-Sharīf city.

Islamic State Wilāyah Khorāsān (ISKP) claims responsibility for carrying out a suicide attack & killing the governor of the Afghān Ṭālibān for Balkh province in Mazār-e-Sharīf city. The suicide bomber has been identified as: Abdul Haq al-Khorāsāni.
DETAILS:
Abdul Haq al-Khorāsāni managed to penetrate all the security fortifications imposed by the Afghān Ṭālibān around its sovereign and administrative HQ. He was able to reach the HQ of the governor for Balkh province in the city of Mazār-e-Sharīf city, Balkh province.
Abdul Haq al-Khorāsāni after entering the building, waited inside a hall for the governor to arrive at his office. As soon as Muḥammad Dawood Muzammil arrived in the hall & was moving towards his office, Abdul Haq rushed towards him & detonated his vest.
“The sources have assured that the blow the Afghān Ṭālibān suffered today, at the top of its leadership hierarchy, is not the first & will not be the last.”
A very rare, but terrifying, line in AMAQ's official statement:
“Let the leaders of the militia (Afghān Ṭālibān) know that the mill of the war is raging against them. The days are short & what is to come will be even worse.”

It seems like the mention of the Coimbatore & Mangaluru blasts in the latest edition of the Voice of Khorāsān magazine has led to a kerfuffle. So, while the investigation goes on, here's my perspective on the whole saga:
The reason why “Voice of Khorāsān” chose to to mention the blasts in its 23rd edition is because “Sawt al-Hind” -- the magazine of Islamic State Wilāyah al-Hind - has been dormant for some 10 months now.

#Afghanistan: Ẓabiullah Mujahid claims that Qari Fateh, ISKP head of eastern zone & intelligence chief of the group, has been killed in a raid last night in PD-17 of Kabul city. He also confirmed that Eijaz Ahmed Ahanger (former head of ISHP) was killed a fortnight ago in Kabul.
Eijaz Ahmed Ahanger was killed on February 14 in Kabul, along with 2 other members. One was captured alive. Islamic State Wilāyah Pākistān's (ISPP) official channel has confirmed Ahanger's death. Amaq is yet to release a poster or statement.
#UPDATE: It is being reported that the Iranian soldier had a dispute with a transit driver, after which the Afghān Ṭālibān fighters arrested and beat him.
