2. Our story again points to the Toronto riding of Don Valley North - Intelligence sources with awareness of documents and investigations allege that Don Valley MP Han Dong, a Fed-Liberal, and MPP Vince Ke, a provincial Conservative, are part of a CCP election-interference ring.
3. Sources alleged Ke is the politician identified in a high-level January 2022 PCO report for Trudeau's government. And Ke served as a financial intermediary in Chinese Communist Party (CCP) interference schemes described in PCO Intelligence Assessment Secretariat documents.
4. “A large clandestine transfer of funds earmarked for the federal election from the PRC Consulate in Toronto was transferred to an elected provincial government official via a staff member of a 2019 federal candidate,” the January 2022 PCO Intelligence Secretariat report states
5. The alleged community leader intermediary central to the Don Valley North allegations, is WEI Chengyi, a grocery store and real estate development mogul, who identifies himself as a United Front Work Department 'Overseas' leader.
6. In the covert funding scheme, the consulate disbursed around $250,000 through Wei Chengyi and the Confederation of Toronto Chinese-Canadian Organizations, to an aide to a federal candidate running for the 2019 contest, who allegedly provided about $50,000 to Ke: Sources
7. Another PCO Intelligence Assessment Secretariat brief - this 1 handed to Prime Minister Trudeau's senior aides and ministers 4 months after the 2019 election interference - described the GTA interference as part of CCP General Secretary Xi's United Front Work Department ops.
8. Subtitled “China/Canada: Subtle But Effective Interference Networks in the Greater Toronto Area,” the Feb. 2020 PCO document said "Networks in the GTA implicate at least 11 candidates in the 2019 election; some are likely unaware of these influence efforts while others have,
9. "willingly co-operated with threat activity."
This is a redacted copy filed in House of Commons hearings last December that stemmed from Global News exclusive reporting. I reviewed an unredacted copy, and we have reported for Public Interest reasons.
10. The 2020 PCO document, which does not mention Ke or Wei, also explains the centrality of community networks in President Xi Jinping's United Front strategy.
11. "The United Front Work Department’s extensive network of quasi-official and local community and interest groups allow it to obfuscate communication and the flow of funds between Canadian targets and Chinese officials,” the report says. And this is KEY, what CSIS believes is >
12. In the CCP interference network structure, corrupted staff serve to co-opt Beijing's favored Canadian politicians, but also to influence, report on, collect information from, and some staff graduate to become candidates too, according to sources with knowledge of probes.
13. The Feb. 2020 PCO report for Trudeau's govt says: "Under broad guidance from the consulate, co-opted staff of targeted politicians provide advice on China-related issues, and community leaders facilitate the clandestine transfer of funds and recruit potential targets."
14. About Vincent Ke, who has been focus of investigations from the National Post; @tomblackwellNP first reported on Ke's trip 10 years ago for a training session for 'Overseas' community leaders with the OCAO, an office subsumed in 2018 by Xi's UFWD. jamestown.org/program/reorga…
15. Ke strongly denies allegations he is involved in PRC election interference and a clandestine transaction in 2019. In 2022 a federal court judge found “there are reasonable grounds to believe that OCAO engaged in espionage against overseas Chinese communities in Canada.”
16. Asked about his Overseas Chinese Affairs Office trip, Ke told Global News: “The 2013 conference took place long before the said 2022 court ruling. Therefore, along with most Canadians, I was not aware of any potential risks associated with the organizer of the conference.”
17. @ColinDMello reports "NEW: Looks like Vincent Ke might have been demoted by Premier Ford.
Sheref Sabawy will serve as the Parliamentary Assistant to the minister of Public and Business delivery -- previously Ke's role in government."
18. WEI Chengyi, we have reported, is part of an association that links itself publicly to the Fujian province United Front Work Department, and has been targeted with associates, by RCMP nat sec units in ongoing Chinese police station investigations in Toronto and Vancouver.
19. Wei Chengyi, whose Toronto business office hosted, along with politicians including Michael Chan, the Don Valley North federal nominee launch of Han Dong in June 2019, has denied being part of any PRC election interference or clandestine funding networks, in a media statement
20. Wei and his association strongly advertise their United Front Work Department ties, though. Here is Wei at a high-level UFWD meeting with Xi - mid-2019 in Beijing. Wei appears to shake hands with Xi.
22. @alexjoske is a leader on researching how the UFWD works and is related to the PRC Ministry of State Security. Both are present and feared in Canadian Diaspora communities and connected to RCMP Chinese police station investigations in Vancouver, Toronto, along with MPS.
23. When we see purported community groups and related politicians claim support for the ‘reunification of Taiwan’ or attack Canadian politicians for pointing to Xinjiang genocide, attack Tibet student leader, surveil Uyghurs, this is UFWD meddling in democracy in Canada.
24. What is new about PRC interference since 2015, is Xi’s elevation and increased resourcing of United Front Work Department political operations. This is why CSIS has repeatedly warned Prime Minister Trudeau that PRC election interference is scaling up and getting pervasive.
25. Joske’s academic conclusion matches exactly what CSIS and RCMP are seeing on the ground in Vancouver, Calgary, Toronto, Montreal. Increased intensity and brazenness of Xi’s United Front Work Department operations since 2018 fits with more clandestine funding into #canpoli
26. It is easy through exam of CCP media in Canada to find pics of politicians such as Ke, Dong, John McCallum, Michael Chan, meeting with, or launching campaigns with United Front Work Department leaders and related groups. Another Joske report aspi.org.au/report/hunting…
Here we have former GTA area MP And Minister and Ambassador John McCallum and WEI Chengyi at a CCP Fujian United Front Work Department station function@im 2016, Joske reported.
28. Story developing, MPP Ke is no longer a Ford PC Caucus member.
in Parliament today, Toronto MP Kevin Vuong; "Mr. Speaker foreign operatives have interfered in Canada's electoral system ... Media reports have indicated that members of the Liberal Party and caucus were involved ... why is the Prime Minister eager to turn a blind eye?"
"Will his personally selected Special Rapporteur also be investigating the Liberal Party," Vuong asks Trudeau.
That question got a lot of noise reaction in the House, Prime Minister Trudeau stood to answer, and then took a seat to let the noise subside, before answering.

2. In the Public Interest to inform about what the PCO - which reports national security intelligence for Trudeau and his Ministers, and NSICOP, which Trudeau implemented in 2017 to review national security intelligence for the PM - have reported on PRC elxn-fixing-funding, read>
3. Two intelligence reports, from 2019 and 2022, raise questions about what senior federal officials knew about the alleged funding by a foreign interference network and how seriously the Trudeau government took the warnings. @Cooper4SAE@MichaelChongMP@MPJulian@TurnbullWhitby
I learned this file from the ground up by seeing organized crime associates in BC + Markham engaging Canadian politicians + lawyers in casino networks and with donations. No politician looking at this from 50,000 feet has any credibility on the file.
And CSIS ‘leaks’ match the public intelligence and reporting on the same PRC networks in Australia and UK, pretty much exactly. The bipartisan NSICOP panel report from 2019, redacted version, underwrites all of this recent reporting.
If CSIS would have done a public notice last year, as MI5 did, it would have looked like this and put plenty of Canadian politicians on notice, Fed, Muni and Provincial. But they did not. bbc.com/news/uk-621790…
“That is a key story, the briefing with [the] Liberal Party in the week before nominations closed,” a source recalled. “There was lots of pressure for weeks leading up to the deadline, that we need to do something. It was a stretch to brief them. That was very challenging.”
They said the intention was to warn Trudeau’s party about Dong before the nomination deadline expired, giving the party a chance to remove their nominee and install a new candidate.
“It is clear there is a problem for the Liberal Party of Canada that are reviewing the intelligence, that the Conservative Party of Canada is the target of Chinese Communist Party attacks.”
#Breaking: My investigation for Global News identifies that PM Justin Trudeau's senior aides were allegedly briefed by CSIS shortly before the October 2019 federal election, that candidate Han Dong, was suspected to be involved in PRC Foreign Interference.
2. After my eight-month investigation, Global News can reveal new allegations emerging from the Canadian Security Intelligence Service’s ongoing probe into a Chinese Communist Party election-interference scheme.
3. According to my sources, CSIS started tracking Han Dong, a former Ontario MPP, in summer 2019. They said CSIS believed that Dong emerged suddenly and suspiciously as a successor to MP Geng Tan as the Liberal candidate for Don Valley North.
2. Findings in this story indicate senior Canadian intelligence officials prepared warnings for Prime Minister Trudeau in mid-2017 that, PRC agents are "assisting Canadian candidates running for political offices" and PRC espionage against Canadian MPs is "well-documented."
3. Readers following developments in our investigations can check prior story, which details a February 2020 PCO intelligence brief on the "GTA 11" election interference in 2019. Minister Bill Blair has acknowledged consuming the February 2020 brief
