Annual revenue deficit of around Rs 62,000 crore, which the govt inherited on assuming office, reduced to around Rs 30,000 crore in the Revised Estimates of the
current year.

The ex-gratia offered by state govt to families of armed forces personnel hailing from TN who are killed in war/ war-like operations will be doubled from Rs.20 lakh to Rs.40 lakh.
The Makkalai Thedi Maruthuvam scheme to be expanded to 711 factories covering 8.35 lakh workers.
The 1,000 bedded Kalaignar Memorial Multi Super Speciality Hospital in the premises of King Institute of Preventive Medicine and Research Centre, Guindy will be inaugurated this year.
In the upcoming financial year, the Government will construct classrooms, laboratories and toilets at a cost of Rs.1,500 crore.
Rs.40,299 crore has been allocated towards School Education Department in the Budget.
The ‘Ennum Ezhuthum’ Programme aims at achieving Universal Foundational Literacy and Numeracy for students in classes 1 – 3 by 2025. Owing to the positive response received, this programme will be expanded to classes 4 and 5 with an outlay of Rs.110 crore in the upcoming year.
All schools functioning under various departments like Adi-Dravidar and Tribal Welfare, Backward Class, Most Backward Class & Denotified Communities, Hindu Religious & Charitable Endowments and Forest will be brought under the School Education department.
Govt to establish world class skill centre named “Tamil Nadu World Innovation and Skill Training Hub” (TN-WISH) at Ambattur at a cost of Rs.120 crore.
A state-of-the-art Skill Development Centre to be established (cost of Rs.80 crore) in SIPCOT Industrial Park in Krishnagiri.
With the objective of reversing this trend of decline in number of TN students clearing the civil services exam, TNSDC to implement a scheme in co-ordination with Anna Staff Administrative College to help civil services aspirants to access better coaching facilities & materials.
Chief Minister’s Breakfast Scheme will be expanded to cover all the 30,122 Government primary schools in the State from the coming academic year.
Rs.500 crore allotted for this scheme which will benefit 18 lakh students.
Compared to 2021-22, 29% more girls have entered colleges this year, which is an addition of 20,477 girl students after the govt introduced the ‘Pudhumai Penn’ scheme under which girl students studying from 6-12th std in govt schools are given Rs.1000/month for higher education.
Government will establish an exclusive “Start-up Mission‟ for women. This mission will facilitate women entrepreneurs in all aspects of their business.
Govt has increased the special allowance during lean months to Rs.6,000 from Rs.5,000 for fisherfolk.
To control the burgeoning street dog population, govt to set up Animal Breeding Control Centres.
Govt to implement “TN Coastal Restoration Mission‟ at a cost of Rs 2000 crore in the next 5 years to prevent sea erosion, reduce marine pollution & conserve marine biodiversity.
TN Govt to notify a new wildlife sanctuary ‘Thanthai Periyar Wildlife Sanctuary’ with an extent of 80,567 hectares in the forest areas of Erode district.
This will be the 18th wildlife sanctuary in the State.
Tamil Nadu budget:
Government has decided to implement the Metro Rail project in Coimbatore city.
The Metro Rail project will be implemented along Avinashi Road and Sathyamangalam Road at an estimated cost of Rs.9,000 crore.
To transform the ever lively and vibrant Madurai as an engine of development for the southern region, the Metro Rail project will be implemented in the city at an estimated cost of Rs.8,500 crore.
New Textile Park will be established in Salem at a cost of around Rs.880 crore with funding from Union and State Governments and participation of private sector.

“Since May 2021, 221 Memoranda of Understanding (MoU) have been inked for investment commitments worth Rs.2,70,020 crore with employment opportunities for 3,89,651 persons,” finance minister PTR tells the assembly.
New industrial parks will be developed in Virudhunagar, Vellore, Kallakurichi, and Coimbatore at an estimated cost of Rs.410 crore for providing employment opportunities to nearly 22,000 persons.
It is proposed to provide free Wi-fi zones in popular public places in the cities of Chennai, Tambaram, Avadi, Coimbatore, Madurai, Tiruchirappalli and Salem.
Government has been taking stringent measures to curb the menace of drug abuse and smuggling. Special operations were carried out and 13,491 peddlers were arrested and their bank accounts were frozen.
Since the market value has risen steeply, as an interim measure, the Govt has decided to revise the guideline value to the rates prevailing till 8-6-2017 and to reduce the registration fee to 2 per cent.

Thread: Tamil Nadu finance minister P Thiagarajan presented the state budget for 2022-23.
Here are the important pointers from the budget:
- TN poised to see a significant reduction of the Fiscal Deficit, from 4.61% down to 3.80%.
This year, Tamil Nadu will see a reduction in the Revenue Deficit by over Rs.7,000 crore, reversing an alarming trend of increasing deficits every year since 2014, says FM P Thiagarajan.
- A special social media cell will be created within the police dept to prevent increasing crimes resulting out of fake news.
- Rs 10,285 crore allocated for police dept.
- Rs 10 crore allocated for improving weather forecast systems in the state.
All 4,57,645 petitions received under "Ungal Thokuthiyil Muthalamaichar" programme have
been acted upon. After due field verification, 2,29,216
grievances positively redressed.
Use of Tamil as the official language will be strengthened in
all depts.
Rs 5 crore will be allocated to carry out
archaeological excavations, which is the highest among all States in the country.
Govt will revamp the implementation of Old Age
Pensions scheme.
Measures will be taken to fill up remaining 14,317 vacancies in the police force.
Thread on White Paper released by Tamil Nadu finance minister P Thiagarajan:
- Revenue deficit of TN has been deteriorating for the last 8 years. Such a long term trend has affected the development investments.
Revenue deficit : 3.16 as % of GSDP for FY 2020-21.
Fiscal deficit of the state has been primarily increasing due to increase in govt borrowing.
Fiscal deficit is 4.43 as % of GSDP.
The public debt is Rs 2,63,976 per family in TN.
Public debt as % of GSDP is 26.69%, which is above the allowed limit of 25%.
Outstanding debt of GoTN has been metioned as Rs 4,85,503 crores until now. However, if we consider "other means" of financing the fiscal deficit the real debt is Rs 5,24,574 crores.
