The note, dated September 1964, was signed by the head of the KGB and the deputy head of the USSR Ministry of Foreign Affairs.

The plan proposed measures designed to have a beneficial effect on the foreign policy of the Soviet Union, particularly with regards to strengthening anti-Goldwater sentiments both in the US and in other capitalist and neutralist countries.
The planned activities were aimed at showing that Goldwater victory in the election and the pursuit of the foreign policy course outlined in the program of the Republican Party would lead to a decline in US authority and political isolation from Europe, Asia, Africa, & Latin A.
The document also proposed measures to discredit Goldwater as a person among the American population, such as preparing a document indicating his indirect involvement as a far-right leader in the assassination of President Kennedy.
Additionally, the document suggested spreading information abroad that Goldwater periodically suffered from mental disorders such as mania and drug addiction.
It is important to note that the Ministry of Foreign Affairs of the USSR and the KGB considered it desirable to prepare and implement measures to discredit Goldwater, but it is unclear whether these measures were actually carried out.
But one thing we know for sure, the media coverage of the 1964 presidential campaign was a precursor to today’s partisan journalism.
The document was found in the Russian State Archive of Contemporary History by Georgy Filatov, a researcher at the Institute of General History of the Russian Academy of Sciences. The action plan was discussed and approved by the Presidium of the Central Committee of the CPSU.
In the end, it is uncertain whether the Soviet active measures had any impact on the outcome of the 1964 US presidential election but... Goldwater received only 39% of the popular, while Lyndon Johnson won a landslide victory with 61% of the popular vote.
