#PresidentofIndia Droupadi Murmu #CJIDYChandrachud, law minister (independent charge) Arjun Ram Meghwal, as well as the chief minister and governor of Jharkhand are going to shortly deliver their addresses at the inauguration of a new building of the Jharkhand High Court.
Jharkhand High Court Chief Justice Sanjaya Kumar Mishra delivers an address welcoming #PresidentofIndia Droupadi Murmu and the other guests.
Chief Justice Mishra: Confident that new building will facilitate judges, lawyers, and all stakeholders of justice dispensation system in securing social, political, & economic justice for all our citizens.
Chief Justice Mishra: ...This building also marks the beginning of a greater objective to be achieved in the future, i.e., doing justice to the people. I am reminded of a Hindi couplet.
Minister of State (Independent Charge) in the Ministry of Law and Justice Arjun Ram Meghwal begins his address with an excerpt from Dr BR Ambedkar's speech.
Meghwal: It has been 75 years since our Independence. How far we have come, whether we have achieved our goals of social, economic, political justice...Needs to be examined...
Meghwal: ...When 2047 comes and India celebrates the 100th anniversary of her Independence...So that India becomes 'Vikshit Bharat' (developed India)...Prime Minister Narendra Modi has developed a plan for it.
Meghwal: In this connection, we can also mention new initiatives in the Indian judicial system...Because there is always room for improvement. One such example is e-courts infrastructure - focus of first phase was infrastructure...
Meghwal: There are challenges as well...For instance, we need to advocate for the use of regional languages. Language is that medium which connects citizens, would ensure access to justice. We have done good work in this respect.
Meghwal: On this august day, I would like to conclude by assuring that the Government of India is ready to fulfil the needs of the courts in the country.
"The inauguration of the new building of the Jharkhand High Court is very significant..."
#CJIDYChandrachud: It is the responsibility of the Centre and the states to harmonise between the justice system and social system. The role of the justice system is to ensure that every common man has access to justice...
#CJIDYChandrachud: ...Litigants should have access to information, hearing should be timely, verdict delivered promptly...courts should have facilities for hygiene and sanitation...So many courts today where no washrooms for women.
#CJIDYChandrachud: ...Need for improvement...we have to ask ourselves tough questions. The justice system must reach out to the people. If the quest for justice remains complicated, how can social justice be ensured to people?
#CJIDYChandrachud: ...Even today, people from backward classes and castes, tribal groups don't have papers to their lands. We will have to take care of this. Today, with the help of technology, we are trying to reach out to them.
#CJIDYChandrachud: Supreme Court and high courts conduct their business in English. We can reach out to people living in the 6.4 lakh villages...away from the English language...by translating judgements in official languages...
#CJIDYChandrachud: ...#SupremeCourtofIndia has started undertaking this exercise of translating judgements with the use of artificial intelligence. Today, we have translated more than 6000 judgements into Hindi.
#CJIDYChandrachud: ...34,000 judgements of #SupremeCourtofIndia are now available on e-SCR website. In the interest of access to justice, livestreaming of court proceedings is a very important exercise.
#CJIDYChandrachud: Indian govt has allocated 7000 cr rupees in phase III of e-courts project to modernise our justice system. At the same time, we will try to reach out to the common people of the country by using technology.
#PresidentofIndia Droupadi Murmu: Access to justice...I have often spoken about this. It is always work in progress and we must constantly endeavour to find new ways to ensure access to justice.
#PresidentofIndia Droupadi Murmu: ...First, cost of litigation puts justice out of reach of many. Various initiatives...legal aid clinics, pro bono work. I urge stakeholders to find innovative ways to expand reach of justice.
Main language ki baat karti hoon lekin mein English mein yeh bol rahi hoon. Main #CJI ko dhanyavad dena chahti hoon, kyuki unhone Hindi mein speech diya hain aaj.
#PresidentofIndia Droupadi Murmu: ...Another aspect of access to justice is language. I would like to commend #CJIDYChandrachud for speaking in Hindi today. Other judges would also surely follow his example.
#PresidentofIndia Droupadi Murmu: ...English has been primary language of courts in India...large section of population left out. Language of justice should be inclusive so that parties and interested citizens can participate.
#PresidentofIndia Droupadi Murmu: #SupremeCourtofIndia made a worthy beginning when it started making its judgements available in a number of Indian languages...Many other courts doing so now.
#PresidentofIndia Droupadi Murmu: Needless to say that in a state like Jharkhand, with rich linguistic variety, these factors become more significant. I am sure authorities are trying to make court processes for inclusive...
#PresidentofIndia Droupadi Murmu: ...For people who are comfortable in languages other than English...Two factors will improve access to justice - first, modern technology, and second, emphasising the younger generation...
#PresidentofIndia Droupadi Murmu: Related to access to justice is question of undertrials. One of the reasons that courts are overburdened. Prisons are overcrowded, making their lives more difficult. We should address root cause.
#PresidentofIndia Droupadi Murmu concludes by highlighting plight of litigants, who, even after securing verdict in their favour, do not get what they were fighting for.
"Some way must be found to ensure complete justice."
