3. Mr. President has by this remarkable and heart warming gesture shown not only your love for the Government and people of Rivers State, but, also, demonstrated expressively that you are, in deed, a President for every State of the Federation and all Nigerians.
Pursuant to the fundamental objective of stopping the spread of coronavirus, we have reviewed the situation in Bonny Island and Onne Communities and come to the conclusion that a total lockdown is necessary at this time to shut down the continuing spread of the virus
By this measure, all shops, offices and business places must remain closed.
All gatherings, including religious, burial and wedding activities are prohibited. All entry and exit into the two communities, except those on essential services and duly permitted, are also banned.
Security agencies have been directed to enforce the lockdown by arresting and prosecuting anyone who dares to disobey these directives.
41. In the last one year of our second tenure, we have kept our promise, worked hard and achieved more with less resources, provided first-class socio-economic infrastructure and kept our State and businesses safe, secure.
As I have stated earlier, there is nothing to worry about the increasing number of positive cases as such is not unexpected in the light of the intensification of contact- tracing and increased testing of suspected cases.
As 60% of the positive cases recorded in the State are connected with oil company workers, we have initiated a meeting with all the major oil companies to work out strategies on how we can stop this trend and stop the risk this category of workers now pose to the State
Furthermore, Government is investigating the rumored or suspected outbreak of the virus at Bonny Island.
In continuation of our struggle against the spread of covid-19 in our State, we had planned to resume the total lockdown on Obio/Akpor and Port Harcourt Local Government Areas from Wednesday 27th May 2020.
However, after a comprehensive review of the measures we have taken and further considerations placed before us by well-meaning members of the public, the State Security Council has decided to cancel the proposed lockdown on Obio/Akpor and Port Harcourt Local Government Areas .
In essence, no part of Rivers State is or will be under any lockdown from this moment and this will be so, except where it becomes necessary again.
The State’s Security Council will meet in the next 24 hours to consider and approve necessary mitigating measures for commuters, including the deployment of Government buses to shuttle designated public routes free of charge. #Covid_19
While we agree with Mr. President’s decision to gradually re-open the country for business, we shall be guided by the peculiarities of our State on when to relax the measures we have put in place and gradually restore business activities to the State. #Covid_19
In view of the non or passive compliance with these measures, it has become compelling to also place the following parts of Port Harcourt and Obio/AkporLocal Government Areas on 24 hours complete lockdown, beginning from Tuesday 28 April 2020, till further notice:

Security agencies arrested 22 staff of Exxon Mobil who came into the state from neighbouring Akwa Ibom State in violation of the extant Executive Order restricting movement into the state. We do not know the coronavirus status of these individuals.
In the Spirit of Easter therefore, and after a careful review of the state of COVID 19 situation in our State, we have decided to temporarily relax the restriction on large religious gathering, as follows:
Friday 10th April 2020 – all Moslem faithfuls should observe Juma’at prayers in their mosques or prayer grounds throughout the State and pray for the peace, forgiveness and the blessings of Allah upon the State.
Sunday 12th April 2020 – all Christians should have Easter Church Services with their full congregation and pray to God to forgive us of our sins, continue to intervene in our affairs and protect the State and our people from the Coronavirus.

With effect from Tomorrow, April 3, 2020, the 24 hours curfew imposed from Education Bus Stop to Agip Junction along Ikwerre Road and Obiri Ikwerre Junction to Ozuoba, Rumualogu and Choba has been lifted.

After some days of monitoring the level of compliance of the State Government's directive for markets in the state to be closed, we were shocked to discover that some markets have continued to violate the sit-at-home order.
It is with gratitude to God that I announce to you that our State would have been infected with coronavirus yesterday, but for the vigilance of security agents who, acting on a tip- off prevented an infected person from boarding a flight from Abuja to Port Harcourt. #COVIDー19
The infected person beat all security measures that were put in place at the Nnamdi Azikiwe International Airport, Abuja and Abuja and was to sneak into Port Harcourt before security agents stopped her.
Based on this alarming Information, the State Security Council met yesterday and reviewed measures already put in place and decided that there was urgent need to adopt stringent measures to protect those living and doing business in the state from the virus.
From today henceforth, no child either in primary and secondary schools should pay fees and levies in any school across the State.
The monies you collect from these children are just used for your personal purposes. If I hear that any school head collects any fees or levies, be the examination , NECO or WAEC fees, that school head would be sanctioned.
We shall not only dismiss the school head who collects fees or levies, we will prosecute the person involved.
Government will work out grants that will be sent to the schools for their regular management and operations .
