The Vietnam war was very complex, but no war or bombing campaign is "inevitable".

I studied Nixon & Kissinger's decision-making process before invading & bombing Cambodia very carefully in my doctoral research. I read every memo, meeting record, telecon transcript I could find.. General Abrams and Ambassador Bunker favored military action, but the NSC as well as Secretaries Rogers and Laird advised against. Instead of deliberating the different options, Kissinger turned the matter into 'a test of Nixon's authority'...
