@cabinetofficeuk has (finally) launched its new #socialvalue model and the new mandatory elements will go live on 1 Jan 2021.

But what does this all mean for businesses and public?

What do you need to do to prepare?

@CBItweets is here to help /1

gov.uk/government/new… First, read our report 'Valued Partnerships' which explains:

- what social value is
- how your sector and type of business can demonstrate it
- the approaches and models available
- some details of government's approach previously and going forward

"In a damning investigation... the NAO said the MoD and its prime contractors lacked commercial expertise."

Bad commissioning costs the taxpayer billions 🤦‍♂️

Luckily, @reformthinktank has written two reports suggesting how to improve it! See below ⬇️ @DefenceHQ and @cabinetofficeuk are working hard to improve the commercial and procurement skills in govt 👍

But in our 1st report we identify a few areas where there is still more to be done.

These include:
- skills
- make or buy
- contract management

It's that time of the year when all of the big outsourcers announce their 1/2 year financial returns so lets see how they're doing....

(Also if this is of any use to people, I might make it a regular thing because I'm not enough of a procurement nerd already 🤓)

#outsourcing First up is @Ameyplc who announced yesterday record losses, not least due to their contracting kerfuffle with Birmingham council. However, revenue is actually up and with a new purchaser on the horizon, things aren't looking too bad.

So whilst I was busy at my PhD graduation this weekend, @UKLabour (rudely 🙄) announced an "in-sourcing" policy, essentially amounting to an ideological ban on outsourcing for local authorities.

Here's why I'm unimpressed - a "Jim Halpert" gif thread

labour.org.uk/wp-content/upl… 1st - I'm happy to support many of the proposals including a better "make or buy" decisions, greater transparency, and ensuring value-for-money. ID'ing services absolutely which aren't suited to outsourcing is crucial, as is training so contracting is done well! 👍@UKLabour

So in #procurement and #outsourcing news, @DefenceHQ revealed yesterday that it has settled with @SercoGroup for £10 million over the Fire and Rescue Services contract which MoD awarded to @CapitaPlc last July. /1

morningstar.co.uk/uk/news/AN_156… This marks 2nd time this month that a central govt dept has been forced to pay compensation for bad procurement (the last being the @transportgovuk paying @LeShuttle £33m as a result of the No Deal Ferry Fiasco) /2

In other #procurement news, @BorisJohnson revealed that he views the £250bn of government procurement as a cash cow to fund his other policy promises through "savings" 💰

Here's why we @reformthinktank think this is awful procurement policy....

news.sky.com/story/the-full… First, procurement is already strained by factors including poor supplier-purchaser relationships and bad contracting 📜

Second article published today 🙌 This time in the excellent @SectorFocus exploring the future of voice-assistants and digital government. @GDSTeam @amazon @GoogleUK @reformthinktank

Give it a read here: flickread.com/edition/html/i… Image Q - Why ensure that digital government services work with voice assistants? 🤔

A - To i) reduce the stain and ii) increase the accessibility of existing services

For example, @DVLAgovuk contact centre handles 28m calls per year so any reduction = cost savings and efficiency 💰

So some interesting stuff coming out of @NHSEngland's board meeting today (well, interesting for those of us with a passion for procurement......). Seems like the beginning of a move by against outsourcing in the #nhs to accompany the #NHSLongTermPlan /1 "We are concerned that the comparative weight that current legislation gives to competition will act as a drag on efforts to improve collaboration between NHS bodies and provide integrated care" #NHS #reformhealth bit.ly/2Vqizyn /2
