At @HDFC_Bank 100feet road branch indiranagar branch to open a salary account. The Bank is refusing to accept my application without aadhaar even after I pointing PMLA rules 6months extension clause. Wrote a letter to branch manager and waiting for its acknowledgment
.@HDFC_Bank Branch Manager Ajith refused to accept my fully filled application no (MF1604032804) , Extended KYC Annexture with PAN & Passport photocopies, Copies of relevant Gazette Notifications and SC orders. Bhavana K , Manager given me the rejection in writing.
This is what PMLA rules 2005 amendment via Gazette notification G.S.R. 538(E) dated 1st June 2017 says .

And even the deadline for submitting aadhaat got extended indefinitely as per Gazzette Notification G.S.R 314(E) .

@HDFCBank_Cares never cares.

Few updates: After written refusal to accept my application on Tuesday, Bhawana from HDFC 100feet road branch called me two times and send a mail requesting "details for opening account without aadhar card, Since we required internal approval for opening a/c  without aadhar card"
I responded saying all those details was part of application refused by the very same Branch, and if they want an application again, send an apology letter in HDFC letterpad by branch manager clearly mentioning the incident & steps bank is taking to open accounts without aadhaar
Yesterday night 8.14 PM I got another call from HDFC RT Nagar Branch Manager asking what is the problem, since HDFC backend team asked him to followup with me (Bank seems to have tracked my home address and nearby branch). I told him it is about 100feet road Indianagar branch.
I am discussing legal steps with lawyers, and proceeding to HC and consumer courts. Banking ombudsman and HDFC Nodal Officer are already alerted and informed.
Updates: No response from HDFC Banking Ombudsman even after reminders. Branch approached to me via a relationship manager and email from Ms. Bhawana to reapply (without any mention of the word Aadhaar in mail)
I asked them for a clarification on aadhaar dependency matter+.. [1/2]
and advise on should I share scanned copy on 18th June Application they rejected or need to give fresh application.
I told her I will wait for 3 more days before initiating legal action, since she expressed "regret on the inconvenience caused" [2/2]
HDFC recently wrote back to me saying they can open a "Small Account" ie. Account without PAN (even though my application contained PAN), but keeps complete silence on sub-rule (17)(a) of Rule 9 of the Prevention of Money-laundering (Maintenance of Records) Rules, 2005 ...[1/3]
.. which allows new account holders have upto 6 months to submit their aadhaar or enrolment details from the date of opening of the account. I asked HDFC to enlighten me on why I am being denied that six-month time period and am being harassed to submit the same immediately [2/3]
This position did not change in either the RBI master circular. This provision was neither challenged nor stayed nor struck down by the Supreme Court or any High Court. [3/n]
In addition, pointed this too

"I maintain that your anarchist refusal to recognize my rights under the applicable law and rules is effectively consumer harassment and I would be constrained to initiate legal proceedings to remedy the situation. " [4/4] .
