Add well over 80% of fines not paid in GP metro's. Add non payment of train fares, Hospital & clinic services and as school governmening body informed me over 30% non-payment of fees in some rich joburg suburbs. East Rand closer to 50% i'm told! 2
Water is often not paid for either by local governments, As is rent to Housing agencies. Social rents and rates are not paid. Cars, clothes, perfum, smokes etc are imported without tax. Taxi driver do not pay VAT over...3

The corruption would pay for our universities twice over every year. The non-payment of services would allow averagepeople to pay less for water and lights and we could may be eat a burger every 2nd week. 13
