2/ We visited a detention facility holding migrant children and talked to Carlos Holguin—one of the lawyers who spearheaded the push for Flores—about how the agreement came to be and how it’s been implemented in recent years.
3/ In 1985, Holguin and others sued the government over the conditions of detention, leading to 1997's Flores settlement. Years later, Holguin challenged the government again, and Flores was re-interpreted to allow a 20-day timeframe for holding children.
4/ As the White House attempts to sidestep Flores, Holguin says potential for mistreatment is high, even if conditions have largely improved since 1985. "You have some real atrocities that seem to be happening that never would have occurred in the past."
