I agree with @NoahRFeldman.
And a key bilateral point:

The House has a duty to send articles...
Just like the Senate has a duty to have a real trial.

A good example of structure & original public meaning filling in textual gaps.

A vote to impeach without attempting a prosecution (like not delivering the articles) is unrecognizable historically as “Impeachment.”

The House can call it whatever it wants, but as long as it withholds, as a matter of Article II constitutional meaning, it falls short.
People are taking the word “sole” and sticking every result they want - every power they want Pelosi and House Dems to have - into that word.
The word “sole” means that there is no judicial impeachment or review.

It doesn’t empower the House to change the Constitution’s meaning
