This thread explains the modus operandi of the PDS scam worth Rs 1500 crores. Food Minister Kamaraj, Sudha Devi IAS and Christy Friedgram group are responsible for the scam. The scam is about the procurement of sugar, palmoil and dhal by civil supplies corporation 4 PDS
For ex, in sugar Oct 2018 tender, 14 bidders participate and TNCSC procures sugar from them at Rs 38 per KG which is around market rate then. In the next tender in Jan'19, tender conditions r changed. Financial prequalification is increased greatly to disqualify the 14 bidders.
The earlier bidders get disqualified. To bring in Christy, they now start allowing traders as well apart from sugar manufactures Nd dealers. In the Tender in July 2019, Civil supplies procure sugar at Rs 47.50 from christy related firm while market rate is arnd Rs 38 then.
Christy straight away starts pocketing Rs 10 per KG. The big highlight is that christy subcontracts the supply to the same bidders who were disqualified at market rate of arnd Rs 38/kg and they supply until the civil supplies godown. All christy does is billing the govt Rs 47.5.
In sugar alone, we have lost Rs 111 crore in 1 yr. The same was done in palmoil from 2017 and dhal from 2015. In palmoil we have lost Rs 499 cr and dhal we have lost Rs 870 crore. There is yet another dimension to this scam where public sector enterprises have also colluded
Since christy alone participating will be an issue, christy brings in public sector enterprises MMTC, STC and kendriya bhandar to bid as well. They bid at almost Rs 10 to Rs 20 more than market rate for 1 lr pouch of palmoil nd handsover the supply to Christy.
For ex, STC wins a tender in May 2018 at Rs 86.1 nd handsover d supply to Christy at Rs 85.5/pouch. Christy inturn hands over to the earlier bidders who supply at market rate which was around Rs 75 per pouch. Nexus of public sector, Civil supplies and Christy looted our tax money
Sudha Devi IAS of HP cadre seems to have been specially brought in from HP on deputation as MD of Civil supplies in 2017 to help in this scam. She as the Head of the subcommittee has approved and given orders for all these tenders. Minister Kamaraj heading the board ratifies them
@Arappor has filed the complaint with CBI with all the evidences of orders issues by sudha Devi IAS Nd a clear analysis of comparison with market rate. Only citizens can turn and this big nexus of Corruption by IAS, ministers Nd Corporates. We require all ur help.
