Around 8pm on Monday, someone called 911 saying a driver hit multiple cars on Saint Barnabas Rd in Temple Hills, Maryland.

Officers pulled him over and originally told WUSA9 they detected what they believed to be the drug PCP. Part of that story has changed. @wusa9 #GetUpDC

Police said the suspect was cuffed with his hands behind his back and put into the front passenger’s seat of the police cruiser.

An officer got into the driver’s seat, and investigators originally said two separate witnesses saw or heard a struggle before the fatal shooting

Family members identified the man killed in police custody as #WilliamGreen. He was a father, son, and fiancé.

It remains unclear what happened in the police cruiser before the deadly shooting happened. The officer was not assigned a body camera @wusa9 #GetUpDC

Corporal #MichaelOwen Jr. is being charged with second-degree murder, manslaughter and associated weapons charges in the death of #WilliamGreen.

Cpl. Owen is a 10 year veteran. In 2011, Owen killed a man who threatened him with a gun. @wusa9 #GetUpDC

Owen was also involved in an off duty 2009 shooting when someone attempted to rob him outside his home, according to the Washington Post. Owen was not charged in either incident @wusa9 #GetUpDC

We were originally told by police that it appeared #WilliamGreen may have been under the influence of PCP.

However, police have since said they don’t know that for sure. It is also unclear if he was in a seatbelt, and witness statements haven’t been verified @wusa9 #GetUpDC

NEW INFORMATION: Charging documents reveal new information about the #WilliamGreen investigation.

Corporal Michael Owen first found Green sleep in his car and appearing to be under the influence, according to docs. Green was put into cruiser cuffed with hands behind back @wusa9

Charging documents revealed witnesses heard gunshots coming from the police car around 5-10 minutes after #WilliamGreen was put into the cruiser.

Investigation revealed #MichaelOwen fires 7 shots. Green was hit multiple times. @wusa9 #GetUpDC

Investigators searched #WilliamGreen’s car and his body and found he had no weapons. There was also no evidence found of an altercation between Green and Corporal Owen, according to court documents. @wusa9 #GetUpDC
