Worth noting the letter is signed by Rep. Christ Stewart, who is in the running to become the director of national intelligence.

Why on earth would Pentagon Comptroller Elaine McCusker be writing daily emails through August and into September to OMB warning them that the hold was illegal and the money wouldn't be able to be spent on time?
Why were US defense contractors writing the Pentagon saying:
