1⃣ Provisos for a #ContactTracing app: demonstrate efficacy, develop legislation and broader strategy, and build trust.

2⃣ UK Govt, with Parliament, must build legislative and policy structures to underpin and surround the #ContactTracing app including:

🔹publicly setting success criteria
🔹articulating a broader public health strategy
🔹implementing primary legislation and oversight mechanisms

3⃣ Researchers and developers building the app must demonstrate the #ContactTracing app’s technical efficacy, data governance & ethical implications.

The public must be able to see that the app works in practice, be aware of its limitations, and be able to trust the #DataEthics.

4⃣ Transparency and communication are paramount.

A Group of Advisors on Technology in Emergencies must provide open scrutiny of the #ContactTracing app, policies, legislation and strategy.

Consistent monitoring and communication must be maintained throughout implementation.

NHS & Govt are right to test a #ContactTracing app to see if it can support broader #COVID19 strategy.

But this must be rigorous: mistakes may undermine future uses of technology & trust in public health response.
