My long rambling rant about the government and #COVID19: The UK's #PPE stockpile dates all the way back to 2009 Swine Flu Epidemic. The Cameron-Clegg Coalition Government then, instead of renewing the stockpile, let it EXPIRE with new date stickers put on to cover it up.

This practice of relabeling EXPIRED #PPE carried on through the Cameron and May Governments and finally the Johnson Government. Things of course went disastrously wrong when COVID hit...

The Government had 2 months (from the start of January) to prepare for the #COVID19 outbreak. Instead of renewing the stockpile (that dates back to PREVIOUS LABOUR GOVERNMENT btw!) they wasted the time on, for want of a better name, Brexit Trinkets. (Passports, coins, etc)

Kurz und vereinfacht zur Funktionsweise:
Der "Exposure Notification Service" benutzt Bluetooth LE auf dem Mobiltelefon. Ein Telefon sendet ca. 4x pro Minute eine kurze Nachricht in die Welt, die einen 128bit Code enthält. Dieser Code heisst Rolling Proximity Identifier (RPI).
Das Telefon weiss nicht ob und von wem die Nachricht empfangen wurde. Gleichzeitig hört das Telefon auf die selben Nachrichten von anderen Telefonen und speichert diese zusammen mit einem Zeitstempel lokal ab.

A1: A contact tracer... traces contacts! In an infectious disease outbreak, a contract tracer talks to people who have tested positive for the disease (a "case") to find out all the people they have recently been in contact with (the "contacts").
The tracer then reaches out to the contacts to inform them that someone they have been in contact with has tested positive for the disease, and give guidance about appropriate next steps: testing, self-quarantining, monitoring symptoms, etc.

We have three key questions to discuss on #ContactTracingApp, they focus on:
1- Efficacy of the Apps
2-Legal and Technical safeguards, policy instruments
3-Public Trust, you can't have public trust without guaranteed efficacy and safeguards
First up, @rossjanderson underlines that it is key to know what will happen to all the data after the emergency, also the data collected through conventional manual methods and it is concerning that we do not have the right legal safeguards in place.

- eine Vergabe der Entwicklung einer dezentral speichernden #ContactTracingApp an SAP u TSystems ist noch gar nicht erfolgt. Eine Direktvergabe wg Dringlichkeit ist geplant.
- ein Vertrag existiert genauso wenig, wie eine Schätzung der Kosten. Nicht mal ungefähr. Nur dass es nicht mehrere Hundert Mio€ sein werden, sei sicher. Für die Entwicklung eines Prototyps der zentralen Variante waren 600.000€ an Fraunhofer geflossen. #CoronaApp #COVID19de

I just installed a BLE scanner. I don't have any BLE device turned home right now. I can pickup about 20 devices from my neighbours, from my building and across the street. I don't interact with them but the app may decide I'm at risk if they're sick #COVID19 #ContactTracingApp
Because developers want to restrict the distance, they will only look at the highest RSSI. Let's do that. I'm not moving, and we can suppose most other devices aren't drastically moving.
Yet after one second, you can see how different the picture looks. Another second later, this is also different. Now imagine how it will change in 10-15 minutes in the real world when you are moving, other people are moving and you have moving obstacles.
