BUT as noted in the first paragraph, many of the unmaskings were made by unidentified briefers for the principals listed on the report. So while it says Samantha Power unmasked Flynn, it could have been a briefer to her requesting it using her name & credentials.
As such the list is longer than 39, but they did not include the briefers who were making the requests that will be blamed on the principals.

I am most suspicious of the ones for UN Ambassador Power. Her credentials were used to make 7 separate unmasking requests for General Flynn!

Timing wise, I find the request on 1/5/17 by Obama Chief of Staff Denis McDonough very curious. That is the date of the Obama, Biden, McDonough, Rice, Comey & Yates meeting documented in the CYA email Rice sent on 1/20/17.

I have speculated that it may have been Curtis Ried, a former UN assistant to Rice & Power who later went to NSC & stayed behind in the Trump Admin. At 12:15pm on 1/20/17 Rice copied Ried on the CYA email about the 1/5/17 meeting.
McDonough is very curious, he was involved in Obama's Logan Act problem. When Obama promised Russia he would not provide missiles to NATO allies during the transition period.
McDonough also shared an office with John Brennan while they both worked on Obama's NSC. While Brennan was running the White House Plumbers program to stop leaks that hurt Obama's 2012 election effort.
McDonough is also reportedly the White House official who told Strzok & Priestap the the White House was going to run the Russia investigation. He is also likely the person demanding that POTUS know everything the FBI was doing...

This wording is still curious to me. Information was requested by 16 authorized principals. But 39 people are shown as having received the intel. It is likely that the unmasking resulted in a report being shared with many people in the report. But why put a request date?
I suspect it means that one person requested it & everyone received it. Like everyone at Treasury is listed on the 12/14/16 date. So I suspect it was one request by the Sect. of Treasury & the other 5 saw the report. So it was one unmasking officially unmasked to 6 people.
Another name that calls out to me actually ties into Comey's testimony. Clapper's deputy Mike Dempsey (or briefer) mad a request on 1/7/17, he became Acting DNI when Clapper left on 1/20/17.
Following the transition, Comey has stated that we did nave a DNI to brief until Dan Coats was confirmed in mid-March. Comey instantly briefed him on his Russia investigation. I've speculated that Comey was afraid to brief Dempsey because he was a suspect.
