As Stephen so eloquently points out, the "US Sanctions" Flynn was charged with lying about, were financial sanctions on Russian intel & cyber groups. Sanctions is never mentioned in Flynn's 302. In fact, the 302s document that they talked about the expulsions of spies.
The expulsion of spies & retaliation that is the subject of the criminal charges, was not part of the US Sanctions.
So it looks like Mueller's team charged Flynn for the wrong 'crime' (accident or on purpose) & his legal team told him to plead guilty to it!

This greatly increases the odds that the Mueller's SCO was running a sting upon Covington & Burling, but I don't know if they can ever admit it wasn't just an error.
