BREAKING: The provincial government has released results of the fair deal panel. Includes 25 recommendations, most accepted by the government. Proposes some wide-ranging changes and I have some details here. #ableg
Tens of thousands of Albertans were engaged, with a majority saying they don't think Alberta is getting a fair deal and calling for adjustments. Big focus on equalization, provincial autonomy on various topics, and lots more.
Lets start with the big one: equalization. Panel recommends that a referendum take place, and it can help return some finances to Alberta. Premier Kenney said in a press conference that this referendum will happen next year. But the panel makes a very interesting point here:
There's a clear call to improve trade barriers among provinces, such as by streamlining various regulations and design some ways to enhance northern development. The panel also makes a point that Alberta should have greater control over immigrants entering the province.
Some talk about greenhouse gas emissions next up, such as the argument being made that Alberta and Canada do not contribute enough to emissions to justify hindering the energy industry. (A bit more on this topic a little later)
We hear a lot about the possibility of a provincial police force, and the panel notes this can be a good idea. Some concerns are noted as well. Kenney says a detailed study is needed and a report will be released next year.
On to the subject of a provincial pension plan, Kenney says this also needs further analysis but he believes it would save money and offer more generous pensions to Albertans. The panel recommended that this plan be enacted, Kenney adds that Quebec has done it for a long time.
On energy again, the panel says more diversification is needed in the energy industry, and in emerging tech. The panel notes explicitly that Alberta has relied heavily on non-renewable energy.
Also...forgot to order this correctly....Kenney says they would potentially have a referendum on the pension plan. The panel says we need MORE referendums and we could see some of these issues on the ballot during the next municipal elections.
In the questions from reporters, several were about separation. There were some sentiments around separation, but Panel Chair Oryssia Lennie says it was not a majority and it is not a useful bargaining chip. She feels our best bet is to stay within the country. Kenney agrees.
But also on asserting Alberta's uniqueness, there is this recommendation (the final one) in the report. Kenney says Minister Aheer will develop a strategy on this topic.
Moving towards my conclusion, there also needed to be a bit of proofreading in this report. There were a couple of errors I noted, including this.
There are a lot of details to sift through, and I will draft a more complete story for @660NEWS. Right now, NDP Leader Notley is also responding to it in the Legislature.
In actual conclusion, a lot of things in the report will require collaboration from other provinces and the federal government. It would take a loonggg time to enact some of them, and is by no means complete.
