Liban willl continue to document focused sessions and during this period he will do everything within his power to ensure that he learns something and shares that with others.

Despite Ramadan effect, Liban is feeling as if he ate something sweet. Cause for this unknown: possibly due to many things going well. Liban started focusing sessions at 0830. The aim is to practice focusing for 52 minutes, and to building general disposition for greater focusing capacities. Also to report what is being learned since that reinforces this writer and possibly you, the reader.
This is something Liban enjoys doing, and he should that since he has the opportunity to do so, and the platform to use.
He also wants to benefit from observer effect, X impressions, to fuel his focusing skills, and to endure Ramadan effect, and to add meaning to the vicissitudes of life.
Liban finished the first focused session. One of the biggest challenges that he faces is that he easily gets distracted. However, whenever he is accountable to someone else, the benefit of observe effect, he gains braking power to limit the frequency of distractions, and increase the frequency of focusing to get some work done.
He understands that behavior increases in frequency if reinforced. So, when he focuses, he reinforces the focusing session by learning and teaching, to benefit from the reflection of experiences and thoughts, and therefore gain knowledge from reflection for process improvement, and by implication improvement of relevant human conditions
1024. One of the things that Liban noticed is that he wants to do everything at once, and failing to do so he present his anxiety. In applied behavior analysis, the presentation of anxiety is positive punishment, its impact is to decrease the future for probability of this behavior: getting worked done.
This happens automatically.
He must learn to do things one at a time, appreciate sequence as a mode of achieving goals.

- Assessment mission was sent to Somalia by UN Security Council in summer and they reported back, after visiting Somalia and Kenya.
Somalia was judged on the basis of 10 standards. Let us see how Somalia did it:
1- Does Somalia has laws & procedures governing weapons and ammunitions, their procurement, importations and a way of controlling these weapons, ammunitions and other related materials?
Answer is yes. Presidential decree issued in 2018 and 11 standard operating procedures issued between 2021-2023, covering management of weapons are in place. Somalia is also signatory to various international control of arms, inclining Nairobi protocol for the prevention, control and reduction of small arms in Great Lakes region and Horn of Africa.
2- Did Somalia implement and update its weapons management strategies on the basis of baselines and targets both at the federal and state level? A simple way of saying this is: what actions did Somalia take to control its weapons & ammunition so that they were used as they were intended for ?
Yes. It did update its baseline data with regard to the weapons management strategy. See attached screenshot of the report linked above. This will tell whether Somalia is making progress or not with regard to the objective of controlling lethal weapons at its disposal. Baseline data include marked weapons, keeping records of weapons and so on.
Standard #4, Does Somalia has someone who coordinated weapons & ammunition management at both federal and regional level? The answer is yes. See screenshot attached. Somalia’s national security advisor coordinates weapons management at national level and he had focal points individuals at regional states. These people met multiple times and have had a workshop in Galmudug in march 2023.
After deputy speaker confronts finance minister, he admits:

This runs counter to the claim of Farmaajo supporters that they are not corrupt. They refused to submit financial statements to the federal parliament for accountability purposes. Instead Pro-Farmajo speaker signed documents representing the parliament.#Somalia
It is surprising that #Farmaajo supporters could not even trust parliament that generally supported them to review how money was used

It appears #Ethiopia government, consistent with tripartite agreement, to establish centralized powers in Horn, helped arrest Robow in Baidoa & attempted to arrest Madoobe in Kismayo, the latter failed, risking confrontation between #Kenya & Ethiopia in #Somalia
