Environmental emergencies, including floods, fires, oil spills, chemical spills, acts of terrorism, & others, threaten the lives & health of the public, as well as those who respond. With our dilapidated response capability, where does this leave Nairobi as a Capital? @ajfactual52
Responders are normally the first on the scene of an emergency, & range from police, fire, emergency health personnel, to volunteers. As they work to bring the emergency under control, save lives& property, often being exposed to potentially harmful conditions & contaminants.
One of the most important tool @NMS_Kenya can give these responders is proper training & PPE amongst various other critical requirements. But to begin with, NMS must clean house & rid the Fire & Rescue Dept of deadwood. @Anon1KENYA@chothep@mlimakenya@ParassisO@NairobiJiji
Today Nairobi County is home to a cosmopolitan population of almost 4 Million inhabitants. Served by a paltry 700 aging qualified by experience workforce within the Fire & Rescue Dept. So apart from increasing the numbers, NMS must also look at their proficiency. @Engnr_Karimi1
Without a National training facility, something that has been missing since 1963. Can the makeshift supposed training school at the Ind Area Stn, suffice ? Not to mention it's various deficiencies as regards professional resource development.
While emergencies range in size, location, cause, & effect, most have an environmental component. Organizing, coordinating, & directing available resources, to minimize the impact of the event on the community & environment, is vital. Calling therefore, for qualified leadership.
A Chief Fire Officer attending a JICA sponsored familiarization tour, which brought about Japanese Mitumba Fire Engines as aid to Nairobi. Is not training enough, nor is QBE or Sonko's appointment of an KCAA AVSEC Officer to head such a critical Dept. Nairobi needs much more.
Discipline on the other hand has always been the Fire Dept's nemesis. Having witnessed them steal alcoholic beverages & a cash box, from a fire scene at the former Embakasi Nakumatt Supermarket years back. NMS must look at weeding out such maleficence from its ranks.
NMS must also address the various gaps & needs through research, training, & other response efforts. Begin utilizing data collection & learning from these events, as well as support research that helps develop resources for wider use. Not just rehabilitation of Fire Engines.
Across all types of emergencies, responders have short-term & long-term needs related to their mental health & resilience. Start therefore Worker Training Program, with support from the Substance Abuse and Mental Health Services providers & offer training to personnel overlooked.
The long & short of it all is that Nairobi is crying for a professional Fire & Rescue Dept. It is time to borrow from Brazilian Bombeiros& bring about military precision in training & response capacity development. Bring in drill instructors in to remove the chaff from the wheat.
It is about time, Military discipline was brought into Fire & Rescue. How many of your current crop can do a 2 storey building hose drill in under 5 minutes ? The fitness levels already tell you how rotten the core is. The time to act Maj.Gen Badi is now. @threadreaderapp unroll

@MOH_Kenya Dr.Mercy Mwangangi. Madam I don't have to be a Med Dr, or Virologist to agree or disagree with your ''Kwata Kawaya'' declaration in Othaya. But lets face the facts here...By looking at our Nonpharmaceutical Interventions at an indepth... Thread. kenyans.co.ke/news/58139-cas…
Nonpharmaceutical interventions are actions we are to take
to help slow the spread of Pandemic or reduce the adverse impact of the public health emergency it is. This capability focuses on implementing interventions in response to the needs of threat, vis the Pandemic in general.
Our Nonpharmaceutical interventions include
• Isolation
• Quarantine
• Restrictions on movement & travel advisories or
warnings
• Social distancing
• External decontamination
• Hygiene
• Precautionary protective behaviors
Hybrid Gov'nance refers to situations where state & non-state actors collectively provide key services. It is often the norm rather than exception for Disaster Mgmt, particularly in cases like ours, where State is weak, often unable & or unwilling to provide essential services.
It is time, risks are addressed by all, be it the State & non-state entities, from citizens, CBO's, NGO's to customary Authorities. Their importance, castigates the Govt joke of attempting to bring such under the remit of State, as it creates disruption rather than reduce risk.
Fireman training is an important component of fire rescue & safety. You can claim Nrb's Firefighters are trained. Yes, they are. However, it is what is called OJT or On the Job Training.
Based on the Gabbage In Gabbage Out-GIGO principle, what does that say of their acumen ?
With the Nrb OJT do they learn new skills & techniques to make their jobs safer. Or train to enable them respond more efficiently, reducing the property damage & know what do do in situations where life & fire damages could be great. Or just how to run with a hose ? @SimbaTirima
From a Disaster Mgmt perspective, flooding is not a problem, the problem is we the docile people. A Govt that is indifferent, myopic & our stupid leadership. Haven't we known the flood consequences, for 56 years & failed to make decisions on undertaking proper flood response?
@FredMatiangi “The continued failures by our emergency prep'dness apparatus at every level of Govt, to account for the well-being of certain communities prior to, during, & in the wake of disasters, on your watch is unacceptable & must be addressed.” Thread...
To be successful, @InteriorKE must work on proper policies, plan for & address Disaster Risk Mgmt with the respect it duly deserves. It's comprehensive approach is critical in redressing Kenya's pathetic unpreparedness reality. But is that possible with a sadist in office?
The fact that Kenya is currently facing an COVID-19 quagmire like many other Countries globally doesn't mean, other disasters are on a leave of absence. If anything it is during the COVID-19 period, that we must triple our prep'dness, prevention, resilience& response Efforts.
When the risks are properly identified & managed, LPG can be safely used as a fuel source for many applications. But being the Mungu saidia proponents we are top down. How safe is Nairobi, especially with corrupted systems at City Hall & the Safety Directorate ? @alaminkimathi
In the vast majority of cases bulk LPG tanks are service owned by companies that supply the gas, but do they look after the tanks & fittings (their integrity & maintenance) or as legally enshrined the County Fire Service to ensure they are maintained in a safe condition ?
