Sorry for the late start, had a water spill on my night stand.

@PhilArballo2020 joined the meeting to ask if anything was being voted on. Melanie Ruvalcala doesn't know, but will be voting on funding (Saftey Funds).
Two seats are currently being marked vacant Members Tony Molina had his term expire last month. Tony is here, but according to the members, his total does not count towards quorem.
@PhilArballo2020 motions to amend the agenda to move the Semi-annual report up as early as possible in the meeting to go over.

Motion to approve minutes approved. Melanie asks that any non-board members please leave their name and affiliation in the chat.
Semi-annual report: Two documents being submitted, Susan Smith's copy and the Public Works Staff report, must be approved for council tonight.

@PhilArballo2020 : Asks if the letters of approval BPAC sent regarding PW projects are in there.

Melanie Ruvalcaba: They are. Last....
...chance to modify this.

Jill Gormley (Public Works): We need to include that we now have 3 vacancies, Joe's term expires in December.
Melanie Ruvalcaba: Motion to Approve?

Steven Bradley: Motion to approve with those changes.

Laura Gromis (USGBC): Didn't Gene Richards (District 3) send a letter of resignation?

Melanie: He didn't

Steven Smith: He did send that manifesto.

Laura Gromis (USGBC): I'm...
...concerned that SW Fresno wouldn't have representation in BPAC.

Melanie Ruvalcaba: If anyone is D3 is concerned they can contact D3 with their concerns.

Tony Molina: He did title the letter "parting shots nailed on door" and hasn't attended in about 6 months.
Melanie: We don't have anything in our charter about not attending meetings.

@PhilArballo2020 : We'll have to look into that and email @MiguelArias_D3 about getting a new rep.

Melanie: Approve the report with the corrections?

Approved
@PhilArballo2020: I may not know the outcome of next week, but if this ends up being my last meeting, I want to say I'm proud of the work that we have done here with BPAC in the 3 years I've been on it. I'm going to get back on the phones. Don't forget to #VOTE.
Melanie Ruvalcaba: I appreciate you being here.

@PhilArballo2020: Have a great evening.

Phil is still listening in but his camera is not turned on.
Next item: Bike Safe Fresno update from Laura Gromis with USGBCC,

Laura Gromis: We have had 2 Smart Cycling Saftey classes online so far. As per rules with the TCC grant, we need to give participants free helmets. We are planning to do this on Nov. 20 with Every Neighborhood...
Partnership as part of a free food drive. If anyone is interested in volunteering from this group, I can answer any questions.

Susan Smith: I'll be free on that day.

Melanie Ruvalcaba: How many helmets will be left after the event.
Tony Molina: We'll have a fair number left, but we haven't had a chance to do a full tally. We haven't been able to give out too many because of COVID-19.

Steven Bradley: If you could send me the information too, I want to attend.

Laura Gromis: Perfect!
Melanie: Do we have to vote on this to allow Laura to give out the helmets as an incentive for completing the Smart Cycling Program?

Tony Molina: Once a quorum has been established, we can have one anyway if they leave. For future reference.

Melanie: I think that it is...
applicable to the situation, since it is encouraging bike safety.

Jill Gormley: We should vote on it so that it is on record.

Melanie: Anyone opposed?

Approved
Task Force Reports:

Safety Funds:

Melanie: Tony Molina did send in his proposal to use the funds for purchasing 100 Cycling Savey Safety fund subscriptions for 1,750. (I am not seeing the proposal file on the agenda.)

fresno.legistar.com/View.ashx?M=A&…
Melanie: Any other proposal?

Tony Molina: We did talk about getting a logo and some branding. Would that be a separate item?

Melanie: I think we were still waiting on the city to hear if we could use the funds for that.

Jill Gormley: What I need tonight is proposals...
...that will be sent in and pass the sniff test. I'm looking for some ideas.

Steven Bradley: Jill, could you get me the vector file of the city logo? My wife wants it to make some BPAC modifications for the proposed logo.
Extended discussion begins on whether BPAC wants to include the possibility of doing another PSA in theaters in the future. Tony says theaters may be coming back, Melanie says anytime at the county they have wanted to do a PSA that has cost around $40,000 including placement.
Melanie: Just to put it out there, we aren't interested in purchasing any lights or other safety equipment? I know they are a pain to store.

Tony Molina: We have plenty on hand and could order more if there is a demand.

Jon Liu (CALTRANS): It would be good to continue
handing them out. At Caltrans, a lot of the accidents at night that are coming in are with bikes that don't have lights.

Tony Molina: Are the lights satisfactory in your point of view.

Jon Liu: They are, but they are a little difficult to set up sometimes. It'll be nice to...
...have more on hand with it getting dark earlier.

Melanie: We'll add in "replenish the light supply." Any more comments?

None.

Melanie: I know it's not on the agenda, but any other reports on the agenda want to provide an update?
Susan Smith: Since we are done with Semi-Annual, I will be starting on the by-laws, including something about attendance.

Melanie: I wanted to bring up our next meeting which falls before Thanksgiving. Usually, we do something different towards the end of the year.
Melanie: Let's move our December 25th to December 9th and removes the November meeting. On to the next report.

Lucio (over phone no name displayed): Tony and I met with the Huntington Homeowners association about Slow Streets on Huntington. They decided to create a sub...
...committee to look into it. There is also an old lady that wants to put in a stop sign at Chestnut and Byrd near St. Anthony. She mainly wants the cars to slow down. Chestnut is a wide street, so cars travel fast through the neighborhood. A girl has been hit, parked cars...
...have been crashed into.

Since our last meeting, we have had 5 fatal accidents 3 were pedestrian 2 of which vehicle was at fault. 1 of the 5 which, the pedestrian was at fault.

135 pedestrian collisions,

We are currently into a new step grant for enforcement. We ran...
....one in September, another will happen on the 31st, another in November.

(There were more #'s here, but they were listed so quick I couldn't type them quick enough. They will be available later on @CMACTV feed and in future minutes)
John Shelton @sjrparkwaytrust: @CMACTV emailed me, and they might want to help with a PSA. I'll hand it over to you guys so you won't have to go through me.

Next Item:

Grant Writing:
Shelby( PW Grant Writer): I'll be applying for a sustainable community plan grant and the ATP Update is coming up so I want people to be thinking of things they will want to incorporate, feel free to send me an email. It will be due in January.

Tony Molina: I was looking at...
... the ATP Update exhibit, could you elaborate?

Shelby: Jill is going to update you on that in a little bit.
Jill Gormley: The document is complete, but the contract manager is no longer with us, so we are trying to figure out if we needed to get that to the council. It's more of a technical document.

Work Plan:

I updated the plan with projects that are finished and...
... added a few more that might have been updated right away. Any questions about the projects on the list.

Melanie: I attended the most recent Palm Bikeway update. Is there anything new on a decision from the county on Class II vs IV?
Jill: I've heard nothing, Brandau as going back and forth.

John Shelton: I talked with the supervisor towards the end of that week, and I think he's not as strong in the negative as he was a few years ago.

Melanie: I wouldn't take my kid on just a painted lane, it would be....
....great if we could get that corridor from downtown to the river. Anymore updates Jill?

Jill Gormley: We did get that diet done on Maple. There were a few complaints from residents, but we were able to get the diet in and the sharrows in the left-hand-turn lane.
Nick Paladino: I want to thank Jill for working out the issues between the county and city on filling the ATP gaps. I was pushing for Maple for 3 years and then another road 15 years ago, I go cold water poured on me just for wanting a bike lane in.
Jill Gormley: Bitwise is moving into their 41 location, they were interested in doing a class IV on P street.

ATP Update:

Jill Gormley: What is included in today's agenda is a clean-up. There are a lot of projects currently in design with money being spent on them, that...
... aren't accurately reflected in the previous ATP plan. We ended up providing a few updates to the downtown plan/tower district and more.

We didn't include Tulare from R Street to Fresno.

Nick Paladino: ATP is a planning doc that doesn't guarantee that they get built. ...
... They are sometimes built for people who don't bike and don't benefit me. Do you even have space south of Herndon to do a class IV? I know you have the quick-build that was approved but did you even have the measurements done to make sure you have extra space?

Class IV....
...needs extra 6 ft. of space.

Jill Gormley: A lot of these are Scott's projects, he can speak to that. North of Shaw, we haven't exactly verified that so we through it in as a plan. We do have active projects listed in the remaining projects listed except for Blackstone...
maybe Abby. For Palm we were riding the momentum of geting the project.

Scott Mozier: My VPN adaptor timed out so I was out for the last 10 seconds.

Jill Gormley: Nick was wondering if all the projects on the list were all surveyed?
Scott Mozier: We went out there to Belmont and Palm to measure. Nick, we will not be putting Class IV facilities out there if the space isn't available for it.

Nick: I wasn't concerned about the Palm/Belmont segment. Where would you get the space between Shaw and Herndon?
Nick: What are you going to do with the parking on Herndon? Nobody uses it.

Scott: We did a schematic layout years ago about protected bike lanes on Palm between Herndon and Nees, we never took it to the council for review.
Jill: If anyone doesn't know what the LINGO project is, it's the multifamily development at Blackstone/Mckinley that has funding included for bike lanes on Blackstone.

Tony Molina: Jill, on H-street for a stretch, there was a Class I trail included.

Jill Gormley: That's...
...not new since that was going to be on the rail alignment. What I want to do with Shelby on the next ATP update is to fix things like that and not include projects on rail lines that aren't going to go anywhere.
Jill Gormley: Nice Background Steve, is that your wife's mock-up?

Steven: Yes!

Adjourned.

I'm listening in to the Palm Bike Path meeting right now. A few residents are in favor of it, a few are against, citing concerns about traffic overflow onto Van Ness Blvd, other streets.

Join the meeting: zoom.us/j/97375242264
Tony Molina from the Bicycle Pedestrian Advisory Committee is discussing the benefits of putting a class IV protected Bikeway on Palm between Dakota and Shaw.
@kieltls is speaking now about biking. He and his wife would be more comfortable biking with the class IV bike lanes, hopes to get a whole network together.

Lighting isn't great through the county segment, the white flexible barriers would make cyclists more visible at night.

THREAD
On tomorrow's City of Fresno Planning Commission agenda, there is an item for a proposed Focused Infill (FI) Overlay District in Fresno's mixed-use corridors.

This is to "facilitate more intensive development."..."along transportation corridors in order to ... "
😲

...support transit use, housing production, and economic revitalization."😊

Wherever the FI Overlay District goes, there will be an increase in dwelling unit/acre.

The city of Napa has a quick explainer on how this is used:
cityofnapa.org/DocumentCenter…

(2/4)
Based on Napa's document, the city of Fresno's proposed district would take a mixed-use district ( along Blackstone? Shaw?) from "medium density" to "high density."

THREAD:
Thursday's city council meeting has an interesting item, an update to Tutelian's proposed CVS Pharmacy Mixed-Use Development. There is now a plan for the Fresno Stamp Mural: a 4 foot 3 inches "viewing area" in the future parking garage.

Any thoughts/complaints?

(1/4) ImageImageImageImage
This 510 space garage is part of a large mixed-use development that could bring 164 units of housing, a new CVS pharmacy, and a market space to Fulton and Tuolumne.

Note: the developer mentions that the planned 510 stalls is more than the 430 required by zoning.

Interesting Comparison, @Tower_District Olive at Wishon in Fresno with Pearl Street at 18th In Boulder, Colorado.

Biggest Difference: Boulder is considered to be one of the best places to bike in the U.S.

Yet, somehow these intersections seem almost identical... ImageImage
1. Bike Parking, Boulder has bike parking immediately visible at almost every corner, while in Tower, they are under trees, and are not so obvious to spot.

At least Tower's are purple and are custom made. 🙂 ImageImageImage
2. This intersection in Boulder is less busy, Pearl St. is intersecting 18th street, a local road, hence the lack of a traffic signal. 🚦

Whereas, Olive is intersecting Wishon, a one-way street bringing traffic from the North towards @fresnodowntown . ImageImage
