Technician. Subsection 2612 - The Life Scan (Massage Ordinance) Identification Technician rate has been created by the Sheriff’s Department, and reviewed and approved by the Auditor-Controller/Treasurer-Tax Collector according to their interoffice memorandum

4.The Fresno County Ordinance Code, Title 2, Chapter 2.04, Section 2.04.010 and associated AP 29 is currently written that Board of Supervisors’ meetings commence at 9:00 a.m. The recommended actions amend the Ordinance and AP 29 to provide the Board
the flexibility to commence board meetings at start times based on current needs. CAO: this is First hearing to give Supervisors requirement to always start on 9 am. County Counsel says it needs to be changed if other times needed. Approved 5-0
5.Approved on April 20, 1954, the Fresno County Ordinance Code established Section 176 “Removal, Suspension, or Reduction in Rank of Permanent Employee” which was later amended and became Section 03.08.100 of the Fresno County Ordinance Code. Sometime after 1976, Section
03.08.100 was deleted and Personnel Rule 10 “Disciplinary Actions” was adopted in its place.
Currently, Section 03.08.130 “Noncounty employment prohibited” of the Fresno County Ordinance Code provides a reference to deleted Section 03.08.100. Approval of the recommended actions
Approval of the recommended actions would correct this oversight by removing said reference and replacing with updated language.
Staff: it is there to prevent any conflict of interest by outside employees. Department Heads need to approve and this is a reminder.
Counsel: ambiguity is there current. What DA allows v Social Services will be different and why department heads need to be aware. Pacheco: if a county landscaper wanted to have a business on weekend does he need to get approval? A: Yes. Pacheco: I don’t like this as it pre-
-vents employment. Magsig disagrees. This is a clean up item. Employees just need to know they can’t be in conflict. Brandau: doesn’t employees get training on it ? A: yes but employees don’t always know the extent County touches and just unaware where Department head would.
Pacheco: against this. Should not have to get permission to have another job. Brandau agrees. Will come back in 30 days. Approved.
6. Centennial Business - Fresno Irrigation District The Fresno Irrigation District (FID) was formed in 1920 under the California Irrigation Districts Act, as the successor to the privately-owned Fresno Canal and Land Company. The District purchased all the rights and property of
which consisted of over 800 miles of canals and distribution works which were constructed between 1850 and 1880 and the extensive water rights on the Kings River. The formation of the FID was overwhelmingly approved by Fresno County voters and the election was certified on June
6.28, 1920, by the Fresno County Board of Supervisors. For the last 100 years, FID has worked to fulfill its mission of managing and protecting surface water and groundwater for the benefit of current and future Fresnans.
FID was formed in 1920 for three primary
reasons: 1) Unsettled water rights on the Kings River, 2) Monopolistic management practices by the original canal companies, and 3) due to great interest in developing water storage projects, in particular the Pine Flat Dam. Construction of Pine Flat Dam was completed in 1954
Releases from Pine Flat Dam flow downstream to be diverted by FID and other agencies for agricultural, urban, and other ecological uses.
The District now comprises some 245,000 acres, lies entirely within Fresno County and includes the rapidly growing Fresno-Clovis Metropolitan
Area. In a normal year, the District diverts approximately 500,000 acre-feet of water and delivers most of it to agricultural users. However, FID also diverts a significant amount of its water supply for groundwater recharge in the urban areas and provides water to the surface
water treatment facilities for the Cities of Clovis and Fresno. FID is a founding member of the North Kings Groundwater Sustainability Agency (NKGSA) and is proud of its groundwater management practices dating back to 1920. Long before the requirements for proper groundwater
management came along through the Sustainable Groundwater Management Act of 2014, FID has been dedicating water for groundwater recharge and conducting groundwater level monitoring keeping a close eye on aquifer health.
FID has a staff of 88 people dedicated to ensuring timely
water deliveries are made, new construction projects are completed, financial health of FID is protected, and the vast amount of infrastructure owned by FID is maintained. With over 700 miles of canals, pipelines and associated structures, FID Construction and Maintenance crews
critical to ensuring proper deliveries during the water season.
As FID enters the second century of its existence, there is much anticipation about what the future will hold. FID has positioned itself to take the necessary actions to be able to continue to fulfill its mission:
managing and protecting surface water and groundwater resources. It recognizes water is the most valuable resource.
The Historical Landmarks and Records Advisory Commission first reviewed information on this business during its 8/6/2020 meeting. During the 9/10/2020 meeting, the
the Commission reviewed a final application and unanimously voted to recommend that the structure be listed on the Fresno County’s List of Historic Places. (Video presentation shown on history of FID). Bill Stretch of FID: thanks county for their partnership. County May be only

County from FID shaped like a water drop. Mendes: loves water history. Lagoon Water district and Riverdale all turning 100 years old. They originally were all in litigation against each other. LA Nairs was manager of Fresno Canal as well in Riverdale and Lagoon which caused some
lawsuits due to that. There are current litigation in Kings River that reminds Mendes of the history. Canals had to be deeded over from private land to FID back in the days. Approved

The application is proposing to rezone the subject parcels from the M-1 (Light
Manufacturing) Zone District, to a M-3 (Heavy Industrial) Zone District. The subject parcels are listed as Industrial in the County-Adopted Biola Community Plan.
The rezone is proposed to expand the operation of an existing fertilizer facility located on the parcel to the south
of the current proposal. The proposed expansion does not increase the capacity of the operation but will increase its efficiency allowing for storage and improved on site operations. The DRA is required for fertilizers (inorganic) and the compounding of dried inorganic materials
n the M-3 (Heavy Industrial) Zone District per the Zoning Ordinance. Based on the Environmental Review, the corresponding rezone will have less than significant impacts on the environment and surrounding land uses. The purpose of the project is to increase efficiency of the
existing NutriAg facility on the parcel directly south of the subject parcels. The proposed expansion will not increase traffic or the number of employees on site. The proposed warehouse will be used to store and package the product until it is hauled away for sale.
On September
10, 2020, the Planning Commission considered the rezoning. After receiving the Department of Public Works and Planning staff presentation and considering public testimony from the Applicant, and no one speaking in opposition, the Commission voted five to one to forward. Approved
Supervisor Comments : Magisg is glad to hear Newsom overstepped his power determined by court ruling. Counsel: language is quite broad but narrowed on voting. Will need to play its way thru appellate courts. Magsig: can we get update next meeting ? We can see where our freedom
has been hampered. Brandau: agrees. Wonders if State legislators will get back to work or stay on extended vacation. Fees charged while people are in lockdown. Mendes: we will see our fees are lower than cities. Magisg: Covid dollars may help pay for some fees for kitchens that
