Timing is curious, question will be did they focus on Commerce/Treasury deliberately as a weak spot while U.S. worried about election, or was this when the opportunity revealed itself through the insertion and deployment of SolarWinds code?
"National Telecommunications and Information Administration" is not a surprising, this would be an enduring espionage target, Kremlin has always been interested in what new communications tech is being created, deployed, banned; there's major battle between U.S.-China (Huawei)
knowing how U.S. policy being shaped, what foreign partners on board U.S. campaign against Huawei, able to anticipate economic gains, all valuable for Kremlin. & young KGB Putin in East Germany even pursued telecommunications intelligence. Always smart have eyes in the network
big open question - will a Trump administration do anything in retaliation on the way out the door? (probably not) instead, imagine focus will be on Iran while Russia gets another pass
