CJI: animals are normally, not cats and dogs but others are source of livelihood. You can't confiscate them etc. That is under Section 39 of the act. Your rules are contrary to this
Sud: There is evidence that confiscated animals were being tortured
CJI: then amend the law. Rule cannot run contrary to the express intention of the act. Confiscation can only happen for the people who are convicted.
