For all you driverless cars fanatics, the governor's #nybudget proposal extends the existing pilot
program for testing of autonomous vehicles for another two years. Also calls for ending the state's "one-hand on the wheel" requirement with regards to autonomous
vehicles.
Governor's #nybudget would make ALL vacation rentals subject to state and local sales taxes. Taxes would be collected by renting service (#airbnb, VRBO, etc.).

These types of local taxes are collected in a piecemeal fashion based on various county agreements.
Gov. Cuomo proposes giving counties the ability to retain their 4% local sales tax rate without repeatedly getting authorization from the state to go above 3%. This would eliminate a lot of legislative busy work in Albany.

BIG NEWS FOR CASINOS: Cuomo's budget proposes allowing casino operators to petition the state for slot tax rate reduction based on certain criteria. Final approval would rest with Cuomo's budget office.
MORE BIG CASINO NEWS: Cuomo's budget proposal authorizes state Gaming Commission to issue a request for information for purpose of soliciting interest regarding the 3 unawarded casino licenses authorized by the State Constitution.

No new licenses can go out until 2023.
WOW! Cuomo proposes temporarily suspending statutory support payments from @RiversCasino_NY to @SaratogaCasino. Money is used to subsidize harness racing.

Suspension would be in effect until 6 months after #COVID19 restrictions are removed.

NEW FEE! Cuomo proposes a "DMV Convenience Fee" of $1 for "each license and registration transaction." Not clear if this is just online transactions.

Revenues "will be used to maintain and improve DMV’s technology systems and infrastructure," according to budget briefing book.
Cuomo's budget proposal doesn't include an environmental bond act, which his administration hit the brakes on last year.

"We'll talk about it with (the legislature)," says Budget Director Rob Mujica, in response to @m_jfrench.
I'm just a simple upstate New Yorker, but Cuomo's proposal in budget to eliminate "NYC Charter Facilities Aid" will probably be controversial to some downstate interests.

Action is designed to "encourage the use of available co-located space within public facilities."
Cuomo's budget proposes reimbursing school for costs related to the "delivery of school meals and/or instructional materials" during the spring. Under current law, those pandemic related expenses are ineligible for state reimbursement.

This is a big concern for districts.
Cuomo 's proposes reducing funding for public broadcasting by 5%, a drop of about $700k.

"These spending reductions may be restored if the State receives requested Federal COVID relief funds," reads budget book.
Cuomo proposes reducing state library aid by 5%, a $4.6 million cut. The reduction "may be" avoided if the federal government meets the governor's demands for relief.
Cuomo proposes to keep funding for the Consolidated Highway Improvement Program (CHIPS) at current spending levels. Budget would also continue $100 million in highway aid through the PAVE NY program, and $100 million to fund local bridge projects from the BRIDGE NY program.
NEW: Cuomo's recreational #marijuana plan would allow counties to apply their sales tax to legal marijuana sales. This is different from the tax collections proposed by the governor in the past, according to municipal representative. #cannabis
Cuomo's budget again proposes language relieving counties of mandate that they maintain their own jail, if they struck an agreement to use an adjacent county's jail.

This could save money if rural counties were willing to utilize it (and lawmakers approved it).
Cuomo is again proposing to eliminate funding received by communities that host racinos, except for Yonkers.

For instance, Saratoga Springs and Saratoga County would lose VLT aid generated by the @SaratogaCasino.

Cuomo's Public Protection #nybudget bill establishes an alcohol license for motion picture theaters. There would be restrictions, including on the time served and number of beverages.
Cuomo wants to authorize the Office of Children & Family Services to close Goshen Secure Center (Orange County), Columbia Secure Center (Columbia County), Red Hook Non-Secure Residential Center (Dutchess County), & Brentwood NonSecure Residential Center (Suffolk County) in 2021.
Cuomo's proposed budget would tweak the plastic bag restrictions authorized nearly two years by amending the definition of “reusable bag” and “film plastic bag." There are additional technical corrections.
