allowing outdoor grows. Growing indoors requires an investment of several hundred dollars worth of grow lights (even if we ignore the illegal ventilation requirement). Not only is there an initial investment for grow lights, the electric bill is going to skyrocket. And so... 3/9
here is an opportunity for a city government that cares about its residents enough to want to enable them to save money to really help the people.
Some people can't afford to grow indoors. Some people have small homes and not enough space to grow indoors. And then there... 4/9
is the issue of greatly increased fire hazard from indoor light systems, especially if one has pets. And I don't have to tell you that one small fire can affect a lot of people very quickly, if not taken care of, say if somebody's not home when their cat knocks over their... 5/9

Six plants are allowed indoors, by Prop 64, so when a municipality says "no" to outdoor grows, I have to wonder why a city wants to withhold that freedom. Why would a Council Member think it's okay to grow indoors, but not out? Is this an issue of security? Are we... 6/9
worried about crime? Six personal plants, even right before harvest, has a limited value. Most people have cars in their front yard that are worth more. Will we ban those too? And why would moving the plants indoors stop crime? Any dedicated thief will get them, even... 7/9
