polygraph testing services, with no change to the term or compensation maximum of $705,000
33. Adopt Resolution authorizing Department of Public Works and Planning to apply for Fresno
Council of Governments Housing Planning Grants for current grant funding available, and future
planning grant rounds related to 2019-2020 Regional Early Action Planning Grant Program
REAP) funding; and approve and authorize Director of Public Works and Planning or his
designee, upon review and approval by County Counsel as to legal form, and
Auditor-Controller/Treasurer-Tax Collector as to accounting form, to execute any necessary
Agreements and documents to
secure Fresno Council of Governments Housing Planning Grant funding.

Public Comments on Closed Session item #17 on Registrar of Voters will go first . First: Fresno County is not compliant of federal law. We don't think ineligible voters are not being removed. People get double ballots. Citizen Observation Laws not being followed. Critical to
have transparency. Appeals to Supervisors to keep voter integrity. Next:Jeni-AnnKren was part of Voters Choice Act committee, dealt with Registrars Office many time. Everyone got mailed ballots even before pandemic. Sometimes people move and office isn't always notified. There
are lots of unique ballots in the County. Redistricting is coming soon and we need a nominee that knows the rules. Compliancy is important. Next:At last election I was not allowed to be close enough to observe. More and more is coming out about Dominion Voting machines. We need
you Supervisors to be the Good Guys and ban Dominion machines. Next: David Rowell: I am against the report that Supervisors nominating Mark Johnson. He is a friend . But he is an activist and Officer for local Republican Party. This role must be non-partisan. Fly in face if a
partisan named to Registrars role. Mark is a lawyer and has no qualification to run the Clerk's Office. Brandi recommendation is non-partisan and know the job needed. This is custom made for a lawsuit if an activist is named by Supervisors. Need a qualified candidate. Need to
get back to normal again. Next:Eric Rollins: I disagree with last speaker. We have trouble in that office if 19,000 extra ballots sent out. We need Mark Johnson as what we are currently doing is not working. Independant audit is needed to clean up rolls. Next: high moral char-
acter is needed to clean up voter rolls. Next:Billy Abdul:Dominion Voting Machines were developed by other countries. Get rid of them.We need paper ballot 101. Show ID and vote. Next:this is not about partisanship but if IDs are partisan and racists something needs to change.
Orange Cove has been corrupt for years. When i was a poll observer we couldn't see nor see signatures. Mark Johnson is new vision. He was former Mayor of Sanger and is not partisan. He knows the law.Give us a chance to have a fair election. @barnes827 Dee Barnes:We have had voter
choice act for only one year. We have over 200 types of ballot. I hope you choose someone who has the appearance of being non-partisan. I have seen any evidence that anyone voted with their dead relatives ballot. Pick someone who is qualified and professional. Thank you.

Orth: congratulations on choosing James Kus. He is non-partisan, professional. @LincolnSeward Magisg:You put things in place even before legislation required it like mailed ballots.
You have stayed until the end and didn't check out prematurely. @BuddySupervisor You taught the class on Redistricting. I learned a lot. The last election cycle cut back on the need for provisional ballots. Just compare Kern County which is much smaller. They had 20,000! Pcheco:
Job well done and you have integrity. All were treated equally. You can leave with your head high and office is left better than when you arrived. Quintero: She Exhibited professionalism and leadership. Brandau:Orth arrived at County in 1994.She always answered my questions. You
were always steady.CAO Rousseau: Lots of integrity and above the fray. Wish you the best in retirement and taking care of your mother. Orth:27 years with county. James Kus will do well by County. November , 2020 New voting system and highest ballots all while in a pandemic.
The other 27 department heads helped immensely. Thank you to the voters who elected me.

Service Brandau: You go back 30 years and I go back 18 months. You were first female in lots of roles. Eventually rose to Supervising Attorney in Juvenile. @LincolnSeward I was
impressed by your leadership style. Challenges for your department but you kept them at a high level. You shared the facts with us. Always asked great questions. @BuddySupervisor Difficult job you had but you did it well. Pacheco: You came on as Department Head at the same time
as Mendes and myself. You worked with us cooperatively. We appreciate what you did. Quintero: Knew your job well and professional. CAO Rousseau:Sad to see you go. You ran an underdog department and I like underdogs. DA had admiration for you too. Built a strong management team
Diaz: Amazing 30 years. Worked my way by doing my best. I didn't plan on being in management but recession occurred and then the lawsuit. Thanks Supervisors for always listening. To serve the public was always my goal. I need to learn to slow down and not watch the clock.
5. Receive verbal update regarding COVID-19 vaccinations in Fresno County and provide direction to staff

Dr. Rais Vohra, M.D. Infection rate has dropped. 16 cases per 100,000. 116,000 vaccines administered. 110,000 are first doses. Lots of providers.
Blue Shield has been hired to create a Statewide network to monitor progress. MyTurn Application used in order to select clinics. For 65+ used now. Where do dosages go? Federal Pharmacy Network that works with nursing homes. Also Rite Aid/CVS. United Health Clinic is first but
others will Clinics will get them as well. Mass vaccination sites need to not be only in Fresno but throughout County. Targeted like teachers where employers play a large part. Blue Shield has been agreeable. Pharmacies will be helpful for 18-65 with health issues.
It will be weeks not months before we get more vaccines.Reasonable payment structure for providers needed at these mass vaccination sites. @LincolnSeward Magsig: MyTurn: some constituents didn't fit criteria. Pomaville : some under 65 got registered but we had to tell them to
wait. This is designed to be a statewide system so it will cross County boundaries. We won't turn 65+ away even if they are not from Fresno Co. 34,000 vaccines Governor Newsom will assign to farmworkers. Mendes: Why does State state it is "first doses"? Pomaville:4000 provided
means me we need to have 4000 2nd shots ready. People don't stay in one county to work. Mendes:How many doses are being produced? Need to be in 2 million bracket. Pomaville: Moderna can get 6 doses from previously a 5 dose vial.Dr. Vohra:Full dosing will be protected. Some will
catch covid and test positive but it will be at a lesser amount. Testing will need to continue. Magsig: Professional Rodeo needs answer to start.Vohra: gathering will be determined by what color Tier it falls under. Zero audience? more? depends in April. Pacheco:Teachers can re-
-gister to get shots March 1st. Hopefully onsite clinics can be allocated dosages. Can average farmer with 2-3 employees be able to go to clinic March 1st? A:yes. Dr Vohra: We need to drop from 16 cases down to 8 per 100,000 to move into next tier. More testing gets us down to
lower tier faster. Mendes:Ag can go to clinic? Have to go to MyTurn?A: that and clinics. We won't ask clinics to turn farmworkers away if they come to clinic.There are pockets of County we will need to go back to like Mobile Home Parks. Pacheco: We were going well but have to now
have to switch to another system. Some rural areas don't have internet access where MyTurn won't work. Pomaville: MyTurn will work for 70% of population.Brandau:Federal Government is giving State 3 month window. How about us? 65+group along with Ag/teachers leaves how much left?
Pomaville:200,000 at 65+ in County. Brandau:Pittman Farm needs to call county to give shots?A: We are working with them. Brandau:Professor says we may be reaching herd immunity in April.Vohra: lots to take in to account to predict probably late Summer. First vaccine gives 65-80%
immunity boost. Do we only focus on first shots and get 2nd shot later? Jonson and Johnson will be single shot regimin.Brandau: I am always worried when State steps in to do what County is already doing well.
Vohra:Flu rates have really dropped off due to masks, social distancing and flu vaccine. Next: 6. Receive presentation from Carpi & Clay, federal lobbyists, regarding legislative actions.(Here virtually)Fresno was able to $80+ for Covid
Top priority is new Covid package. $350 billion for counties. $196 million for Fresno Co. Also infrastructure and stimulus package.
Mendes: Covid package will just be crammed thru House as is? A: yes probably this week. Senate thinks he will get it to President's desk by March 14th. Mendes:Joe Mansin will vote for it?A: House will pass but Senate is tighter. March 14th is expiration date for several of the
items. 7.Adopt recommended changes to the Fresno County Federal Legislative Platform; authorize the
Chairman to execute letters of support, or opposition, in accordance with the platform; and
authorize the County Administrative Office to work with the County’s Federal Con-
gressional. Approved 5-0 with no discussion. 8. Receive presentation by the Children and Families Commission of Fresno County on the
Commission’s FY 2019-20 Financial Audit Report and State Annual Report
No discrepancies seen in audit. First 5 spent $8.5 million in clients.
9.Ratify the acceptance of award terms by the County Administrative Officer, acting as the
Emergency Services Director, for US Department of the Treasury Emergency Rental Assistance,
to support eligible renter households within the County of Fresno in the amount of $13,900,330
$13.9 million is portion today. City of Fresno is also bringing a direct Covid allocation too. We will break it into 5 regions. Clovis has run similar before and will be able to do it again.

10. Consider petition for partial Cancellation of Agricultural Land Conservation Contract No. 2823 filed
