to be sure IHS program is not left short. Magsig believes paid for by IHS too. Department Head Delfino Nieto says it is hard to tell exact amount but close to $400 million per year. IHS is federal/state mandated we run for them. Oversight of fraud goes thru adminstrative. dispute
would go on to the judge. Suspected fraud goes to DA staff whether fraud from provider or recipient. Delfino doesn't think overfunding to DA won't be taken out of DA budget but is reason there are changes. Magsig: 300 fraud referrals in 2018 sent to DA. Delfino: internal fraud
staff is present too. We try to recoup the entire amount. A federal push that is making it to State level and down to us at County level. Magsig: there has been some fraud in past and gained the system. We can't fix this today but I want staff to bring this back with IHSS funding
in place. I don't want to hold this this item up today but want to have this general talk today. Brandau: DA Smittcamp says system is broken. Mendes: "Tell me something the State of California does right".Staff: we can go into recipients homes to do investigations. We would need
10 investigators to do it right but 3 early fraud investigators will make a dent as those guilty of fraud are suspended for 6 months so that saves money right there. magisg: need to find a way to fund early fraud.Staff: Welfare fraud needs more inspectors but only have 4 now.
We are down 10 bodies at any given time due to COVID.Magisg: requests staff to come back within 60 days. I would like to work with Brandau in an ad hoc committee and work with staff on that. Approved 5-0

of an audit and hopes to get employees on worker comp to get back to work quicker. We want to add a worker to mitigate worker comp team. We had 35 % increase in workers comp last year. For every dollar we spend on safety gives us a return of $2. We can move quickly to hire for
these employees with Board's approval. Approved 5-0
3.1 COVID-19 Response Update from the Department of Public Health Dave Pomaville and Dr. Vora are here to present. We are still in purple tier and hospital system is under stress. 800 new cases per day. 20% of those tested are positive. Fresno County is trending with rest of
State says Pomaville. 5000 tests being done per day. We have migrated to State system to track cases rather than internal tracking. Focusing on high risk population. 116 patients in Covid and 346 positive of hospital staff themselves. 646 total positive patients in hospital.
44,000 vaccines have been received with 65% distributed thus far. General population by May-June. Hoping to do 1500 vaccinations per day at Fresno Fairgrounds and that is occurring presently. If we can get primary care doctors giving vaccines that will be great. Some will be
"super vaccinators" . School sites may be used due to well known to community and have parking infrastructure.We need to set up these sites now. Fee for Service isn't covering the entire cost for primary care and need State to supplement it.
Mendes: how soon will we know how successful vaccines will be for hospital staff ? Pomaville: check for antibodies and see how long that lasts. Moderna thinks two year protection but could be like flu where it needs to be done every year. Involving hospital from the start has
bee very helpful. Also Dr Vura doing shifts also can provide real life data. Any medical personel can show badge and get vaccine at Fresno Fair grounds. We are getting doses out as soon as we can. We want to clear freezer every week while having enough for second dosage too.
United Health and Spinal Center are ready to give and store vaccines themselves directly. Magsig: Children's, Adventist and Kaiser are also getting vaccines directly too. Staff: they are part of multi-county entities and are tracked by State. We need to recruit primary care staff
to be recruited to do this mass vaccinations.We need them in next 10-14 days. We prefer patients go to their own primary office rather than fairgrounds if possible. Magisg: what is goal of vaccinations rate? I don't think we will hit 100 % of populations. When can we open busi-
nesses?Staff: bare minimum to get herd immunity is 75%. Mendes: we need to prove vaccines work.Magisg: natural antibodies of those who have already tested positive. Brandau: I am immune for another 4 weeks. Staff: if you have tested positive consider donating plasma and blood.
Pacheco: Charts on website? People are asking "when it is their turn for a vaccine." Vaccination program is going as well as it can. Our early testing wasn't run well but this is. How do we stay safe until I get a vaccine? What can we put on website? Staff: social distance, masks
avoid gatherings, hygiene. Entire body such as exercise ,mental health. Pacheco: essential ag workers get vaccines next week. Also 75 and up too. Staff: message will change as each tier is opened. Pacecho: how can physicians set up a rural clinic for vaccines. Staff: we can plug
them in. Oversight of physicians needed to detect side effects. Pacheco: these physicians are based in Firebaugh. They want to finish the job and get that area covered. Why are we not at 80% distribution of vaccines? Dr Vura some people need to see more data such as those who
are pregnant and not much research behind it. Staff: don't worry about running out of vaccines such as holding back some for those who need second dosage. 3000 dosages will be given out next week unless state can get us more.
Distributing the vaccines need to be decentralized from Public Health Dept as it should be. Brandua: what is there to prevent tiers that shouldn't get a vaccine yet get one anyway? This will make public angry if that happens. Staff: instructions to staff not to jump anyone early.
Brandau: California seems to be behind other states. But what from I hear today we are doing well in the County. Staff: yes but a lot of on-ramping needs to be done to be ready as we expand tiers. Ends item. 1:30 Press conference on this at Fairgrounds today.
