County Board of Supervisors January 26,2021 In progress: I had a doctor's appointment. Diagnosis Twitter Thumb ;) Can watch meeting here fresnocounty.granicus.com/player/event/e…
2.1 *Authorize the Board of Supervisors to sign a letter to Governor Newsom with Urgent Request for
Additional Vaccine Pacheco says County now is doing 30,000 shots a week. We are now efficient after so issues at start.
Magisg: local control is always best. California had been challenged to get the shots out to counties. (EDITORIAL ALTHOUGH I heard on radio that counties have been uneven in their approach too. ). Magisg: appreciates the team the county had.
@BuddySupervisor Local control is better. Mendes was on a call a few weeks ago and he thinks Governor is out of touch. The higher you go up the chain the more out of touch they are. Brand: CAO modified one sentence from the letter. We are ahead of the game butter great work will
falter if we don't get more vaccines. (That was Brandau and not Brand). Public:Leslie from Leadership Counsel thought the farmworker event yesterday was great. If we need to lobby Governor let us know. Brandua: please get Arambula involved
3.*Approve Amendment to the Salary Resolution adding one Care Manager position, one Program Manager position, two Health Education Specialist positions and ten Licensed Vocational Nurse I/II/III positions to the Public Health’s Org 5620, retroactively effective January 25, 2020,
Program Manager will bring the entities together.Magisg: we have spent $60 million of our CARES dollars. We are not socking this money away for our General Fund. Will Public Health Dept need more? Staff: Yes but will move to multi year grants. We have utilized Extra Help staff but
don't think we will need more. Approved 5-0. Next:3.1 Update on the COVID-19 Equity Project by the Public Health Department & Community Based Organizations Our contracts we have used during this pandemic. Joe Premo (sp.)we needed reinforcement from outside government. City of
Fresno got some direct dollars and so we asked to move together. Education, contact tracing, isolation quarantine support was focus. $7.4million contracts. EOC was large contract. Exceptional Parents unlimited too. African American Coalition. We worked on a local data base and
standardization. 800 individuals benefited from Isolation Quarantine aspect. Thru Nov 30, 2020
As different funding is made available the sccopeof work allows us to put the money in the correct bucket.
EOC staff is proud to help with African American Coalition which is made up of many CBO’s. Provided culturally appropriate education. Instead of Taco Tuesday it is Testing Tuesday.
(African American video is played )
Immigrant Refugee Coaltion:Testing events going on as we speak. How to use PPE in field. As Supervisors want accountability and thus we worked with County in order to track participants.
We tried to help out other partners do well as well. Helped them figure how county works.
Lowell of Exceptional Parents Unlimited: we work with five other groups in this coalition. Focused on children and adults with disabilities. Five systems to be trained in to help blind. Some staff are blind themselves. Huge increase in outreach and in several languages.
Brandau: how much of our Covid dollars spent ? First draw down will be soon. We will audit December invoices then. Concludes presentation.
4. *Consider and adopt Mitigated Negative Declaration prepared for the project based on Initial Study No. 7014, including the Mitigation Monitoring and Reporting Program prepared for Amendment Application No. 3812; and find that proposed rezone of a 6.58-acre parcel from the
AL-20 (limited agricultural,20-acre minimum size).Magisg: this is consistent with our General Plan and we have no opposition. Approved 5-0
5. *Consider appeal of Planning Commission’s denial of Variance Application No. 4084 proposing to allow the creation of a 1.18-acre parcel from an existing 40.00-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District (located on South Rolinda
Avenue, between Jensen Avenue and North Avenue, west of the City of Fresno) Supervisors say they have all spoke with Jeff Roberts on this item. This is also tied to item #6
Quintero says he spoke with Darius Assemi as well. Jeff Roberts: we think we can make case for this parcel. This small parcel will have no to little change. No improvements will be caused by this as the improvements have been there for decades and pre-dates ANY zoning and the
Williamson Act. There are other parcels that are already smaller than the 20 acres. This property owner wants to enjoy the same situation as his surrounding neighbors. We would like a Right to Farm addition as well. This is 90 year old home. A parcel line should be drawn around
it. Magisg: you can make the findings needed to grant this variance. Roberts: yes. All we want to do is carve the parcel from the farm. Pacheco: why did staff deny this? Staff: Planning Commission denied it. They could not find 1,2&4 of findings. Applicant: we want to carve the
house as the rest of farm has been sold. Pacheco: why not leave it as part of farm? Laws were created as we didn’t want the farms carved up. But after the fact want to keep home. No one is living in it now. If someone was living in it I could see a reason but not when the person
living in it has moved out. Roberts: this has coexisted for 90 years and it can coexist for another 90 years. Pacheco: why not sell it with home as part of farm? Roberts: new owner doesn’t want home. Magisg:can the home be demoed and plant trees there ? Roberts: no agreement was
made that building needs to remain. Pacheco:surprised the homeowner not living there. By right to farming already exists. Mendes: even carved out there is still Right to Farm meaning the homeowner knows that there is farming surrounding it. Magisg: a precedent has been set as
there are many parcels carved out of 20 and 40 acre farms. We have been faced with similar projects. We sometimes were family wanted to remain in home and continue to farm. This doesn’t seem to exist here. But is don’t see how carving this out will be detrimental as there is
Right to Farm on this parcel. Approved 4-1 with Pacheco voting NO. Because that passed Item 6 will now need to be heard.
6. Consider petition for partial Cancellation of Agricultural Land Conservation Contract No. 3342 filed on behalf of C & A Farms, LLC. (located on South Rolinda Avenue, between Jensen Avenue and North Avenue, west of the City of Fresno Super. Dist. 1 APN 25-041-37s);
Jeff Roberts: a penalty will need to be paid but hope Supervisors will approve this.Approved 5-0
Another Appeal of Planning Commission. 7. Consider Appeal of Planning Commission’s denial of Unclassified Conditional Use Permit Application No. 3626, proposing to allow a solid waste processing facility (asphalt and concrete crushing with on-site material storage and off-site
delivery) on a 22.44-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District; and if appeal is granted and the Planning Commission’s denial of Unclassified Conditional Use Permit Application No. 3626 is overturned:Some of the Supervisors have
spoken to Larry Westerlund about this. Magisg says he herd from many people against this project with complaints of dust, aesthetics and will hurt farming. Pacheco: Planning Commission denied this unanimously. next:Larry Westerlund (former Councilman) We think the findings can be
made. There is a lot of growth on eastern side of County causing lots of excavation and debris. There is no facility like this recycling on East side. Commercial nursery and a lighting company near by. Former mushroom 🍄 factory too.
Want to plant some almonds and recycling will only be on right side of parcels. Take in asphalt and use a grinder to crush it with water to keep dust down. (Shows video of grinder)Out into hopper, crushed and sent via conveyor to a pile. Westerlund: not noisy, dusty etc. (video
sure sounded loud to my ears!). Can use McCall to go north/south and 180 for east and west. No Adverse finding: probably overly broad to say no impact. You can always find an impact. But Sound study showed it is quieter than morning traffic. Dust mitigation letter submitted
Planning Commission had concern on dust. We are asking for 2.7 acres for this grinder with rest will remain farming. Is there much different on dust and noise from almond farming v grinder? Appellant: we have worked in county for 43 years. We are not a fly by night company.
In a previous recycling center was surrounded by housing but no concerns. We had to leave due to Clovis Unified bought lot for a school and thus we knew our time was limited. We had another lot but Cal Trans ended up limiting our access to 180. The video showed an old grinder but
new ones are much quieter. Due to water spray there is no dust. Pacheco: we were told you spoke to neighbors before you bought this parcel. What changed ? A: they must imagined the loud grinder shown in video? We are surrounded by almond farming. They have no issues with us.
Pacheco: too bad Cal Trans changed their minds on your other location as that seemed ideal. But that is State of California for you. Opposition Public: we have been here since ‘82. Ed Dunkel is against this too.
I have seen too much " we will duo this and that and it will be beautiful" and it never ends up that way. This recycling center is not good for this area. Next: we did not no about this before this was proposed. I was approached about selling my property as they were already in
A Site Plan would need to come back to us eventually, correct? Staff: if changes are not significant it could be done without going back to Planning Commission. Public: Plums are grown and the amount of dust the grinder will create will lead to mites. Farmer won’t be able to
spray due to the crop being organic. Next: Light and Sound Solutions is next door neighbor. Only heard about it once real estate agent came by to ask if he wanted to sell as recycling facility was coming. I would never have bought property out gear if I knew this was coming.
Trucks, aggregate piles, noise will be hard. Water will evaporate within an hour and I have a swimming pool with layer of dust to prove it. @Coldrain76
Westerlund: findings can be made and neighbors concerns are overblown. The grinding portion is a small portion of the 20 acre parcel. Morning 180 freeway traffic will create more noise than grinder. The Emmets want to be good neighbors. Magsig:finding 4 consistent with General
Plan? Westerlund: base rock is used by farmers as an aggregate for driveway so it is related to farming. It is also unique as you can’t find a asphalt recycling on East side of County. This will save environment as it won’t be hauled cross county to west side. Magisg:applicant
has owned this parcel for 18 months and there was zone violations. Has this been fixed? Staff: no. But started process to get CUP. M-1 with CUP may be only place where this could be placed By Right. Magisg: future industrial park in Sanger is north of this parcel.Did applicant
look there ? I only found out about this a few months ago from neighbors. The applicant continued to work this land even after they were in violation. Probably not having a place to put their equipment.
Unscheduled Public portion: Leslie Martinez from Leadership Counsel: vaccines were not reaching unincorporated areas very well. They are tight knit and limited resources to get to Fairgrounds. Left behind for testing and vaccines. There is a digital divide and not all read well
Next: we need more leadership from Supervisors as we have a governor who is doing everything wrong. Need a resolution to fit constitution and science. He favors Hollywood. Remove mandate from lockdown and masks and let people get back to normal life. Why are following this
Governor? Why can’t high school kids play sports ? Magisg: thanks for voicing your concern. Mandate you gave us is in Colorado. In California Counties is part of arm of state. If we create this book resolution we will be outside of the law. This board does need to put more
pressure on State. Public: 5th amendment says if prooerty is taken they need to be compensated. The businesses who say you don’t have to wear a mask I am ok with. Next: Code Enforcers in Squaw Valley never show up in last 12 years. I am a retired sherif officer and nurse.
Once I leave this meeting I will go file three complaints against sheriff deputies. Next: Child Psychologist says county Health won’t open schools despite the effect it has on children. Bay Area study shows it can be safely reopened. Wealthy private schools are allowed to stay
Open. Spike in suicides in Clark County students have triggered schools to be open.
