In the late 1980s and early 1990s, Varley, a Briton used to fly down to Panaji to visit Gurukul, an orphanage run by the German Freddy Albert Peats who was even called Father Freddy by some adoring Goans-until 1991 when the police broke in on the orphanage and found shocking
evidence of an international paedophile racket. There were 2,305 pornographic photographs of children. In some, they were brutally tortured. Varley, abused several children and took pictures of a young girl in the nude. He used to be at the orphanage mostly during Christmas,
hiding his crimes behind the haze of revelry that enveloped the place.
The police had filed a chargesheet against Peats, Varley and a few other foreigners. Peats was arrested-he later died in prison-but Varley gave police the slip. Varley was charged by the CBI on many counts
of sexual abuse including sodomy, indecent assault and and taking indecent photographs.
At least five children had identified Raymond Varley from photographs and recounted how Varley has abused them.
There was no sign of him for almost a decade. By the time he was traced to
England in 2000, Raymond Varley was Martin Ashley. The extradition squad of New Scotland Yard asked CBI for details of his alleged crime in India. By the time CBI put together a file, Varley had fled, again.
The CBI's wait stretched to 12 long years. In January 2012, they
eventually got the good news: Varley was arrested in Bangkok based on a Red Corner Notice issued by CBI. And yet it could not get its hands on the man wanted in 30 cases in India. Thai authorities hastily put him on a flight to UK. A CBI official says: "After Varley's arrest,
we provided all the details to Thai authorities. However, in less than a day, before CBI could take up the matter with Bangkok, he was deported to UK."
It should not have been this hard to persuade Britain, which convicted Varley of sexual abuse of children back in the 1970s.
Varley's first crime was reported in his early 20s when he worked as a child care officer in Halifax, West Yorkshire. He was later charged with being part of a child pornography racket. This was uncovered by chance, thanks to a young girl, Jacqueline Oldfield, who became
suspicious when she noticed two boys being shuffled into a car by Varley. In 1975, Varley pleaded guilty to indecent assault on young boys, aged between nine and 14, and to criminal conspiracy. Varley was released in the 1980s and he then worked as an English tutor in Albania,
Serbia and Thailand.
On 10th October 2014, Court of England put an end to India's appeals and practically closed down all legal options for India, by refusing India's extradition petition.
The court said that India was given ample opportunity for examination, but they didn't.
