Rebuild Sheriff’s Helicopter Engine
The current drug analyzer is eighteen years old and the vendor will no longer support the maintenance
services or provide replacement parts. If the drug analyzer is not
replaced, the Forensic Laboratory will not
be able to conclusively identify drugs that may cause a number of problems including release of suspect(s)because no analysis could be performed, delays in filing cases at the District Attorney’s Office and officer
safety issues due to
The new drug
analyzer, estimated to cost $108,000, will be a PC based system for the conclusive identification of
controlled substances that will allow communication and sharing data with other Forensic labs.
The vehicles will be utilized to replace aging vehicles within the SITF unit for undercover narcotic operations.
The five vehicles, including up-fitting with the proper equipment, are estimated to cost $200,000. The
Sheriff’s Office maintains a fleet of patrol vehicles to provide
a law enforcement presence for the
unincorporated areas of the County’s 6,000 square miles.
The Fresno Sheriff’s Office has two MD 500E helicopters. The helicopters require regular maintenance and
have to comply with Federal Aviation Administration (FAA) and manufacturer regulations on repairs and inspections. Helicopter N922SD has a scheduled engine overhaul due in 89
flight hours. The other
helicopter N921SD is 31 years old and has not been repainted since 1997 and is due for an airframe
corrosion and inspection that can only be performed when the paint is stripped from the aircraft.Once the
paint is removed aircraft technicians can complete
a thorough inspection of the airframe. If there is any
ware or damage to the airframe observed the proper repairs will be made. The aircraft will be repainted to
prevent any corrosion. The ASU regularly supports the SITF with surveillance, marijuana cultivation
detections and
confirmation, photo missions and long-line operations. 25. Nominate Ms. Ginny Hovsepian to the Governor for appointment of a public member representing

Tearful daughter of Robert Huey says family is here. He was an almond grower, huge Fresno State fan and he collected stories of Veterans. He died in tragic farming accident.Brandau says we mourn with you.”he died doing what he loved tending to his orchard” said daughter.
Supervisors Pacheco and Mendes were at a lot of farming bureau talks with Huey. Mendes tearfully says “he always hopes someone will come find him is something happens to him while farming”
18.1 Adjourn in memory of Bob Smittcamp, a Fresno County business leader and philanthropist. Brandau told Smittcamp of a policy he was working on for City of Fresno. Smittcamp spin around in his chair and asked “why is Fresno so F-Ed Up?” Mendes: we always got along as we were
both pretty blunt.” Magisg: he had a prickly demeanor but once you got to know him you saw the depth. Pacheco: I was on the opposite side of Smittcamp’s typical donors but I got to know him while farming and earning his respect.

9. Conduct first hearing to amend the Fresno County Ordinance Code, Title 2, Chapter 2.44, Section 2.44.060 relating to the Board of Supervisors’ review of local emergency continuations; waive reading of Ordinance in its entirety; and set the second hearing for March 23,
Fresno County Ordinance Code Chapter 2.44, Section 2.44.060 currently requires your Board to review the need to continue a local emergency at least once every thirty days until terminated. Government Code 8630(c) requires review of a local emergency at least every sixty days.
. Approval of the recommended actions will align the County Ordinance with State law by changing the review requirement from 30 days to 60 days. A proclamation of a local emergency must be terminated at the earliest possible date that conditions warrant. Staff Ken Austin says

Approval of the recommended actions will implement a water conservation stage for the identified County
Service Areas (CSAs) and Waterworks Districts (WWD) to be implemented independently. All other water
districts not specifically
identified will be placed under the Normal Water Conservation regulations in Fresno Record owners of properties within the districts that make up the
2021-22 Annual Water Conservation Report (Report) were notified of this public hearing per section
14.01.040 of the Ordinance.

Supervisor Comments:@LincolnSeward Praise for Public Works due to bridge failure near Auberry/168 causing long detours. Department instantly put it out to bid and repaired in 70 days who finished it 30 days early. Magsig wanted to thank the department. We think it was a heavy
crane that damaged the bridge. We stepped up all in house to find timber in Oregon etc. Brandau jokes it wasn't heavy crane but too many cyclists from Clovis as he directs it towards avid cyclist Magsig. Quintero:Thanks Code Enforcement regarding Chestnut area that homeless was
using for several years. Brandau:Long Line of folks/public on first floor and we are wondering if Public Assessor department needs to reopen. Something for Paul Dictos to think about and consider.
Public Comments:Marla Jenkins says decision to appoint James Kus to replace Brandi Orth who only stepped down after she was named in a lawsuit by Election Integrity. Kus was not named in that suit but may later. Supervisors naming him shows public we can't trust our elections.
Just the perception is not good. It is not too late to un-appoint Kus. Another qualified candidate applied Mark Johnson. He should be named in place of Kus.
