Divan: National Compensatory Afforestation Fund was to be formed under Centre funds.
Divan: laying the transmission lines underground is an obligation on the present generation and state so they the bird does not go extinct.
Divan: flamingos also have a similar problem thought not similarly endangered.
Divan: Great Indian Bustards have less frontal vision thus they cannot see the power lines. These lines cause death due to collision. Min of power had recommended use of flight bird divertors and laying down underground cables. However cost and repairing issues make it unviable
CJI: we would not want all lines to go underground. We need to identify the corridors of the birds and only there the lines can be laid underground. For that we need an assessment and a map showing it
Divan: we are on the same page as your lordship.
CJI: on the map I have the third square is India boundary. The third is reddish and third has no colour at all.
Divan: thats the hard boundary
AG KK Venugopal: So far as high power lines are concerned it cannot go underground but the low voltage ones can go underground
CJI: but why so? This has no basis in physics or electricity?
CJI: What do you mean it is not technically feasible? Mr Divan has informed me it has been done in different parts of the world. Recurring cost of divertors is more than laying underground transmission lines
AG: Since it has been done for flamingos. We will put this to officers
CJI: any way to know which proportion of line is high voltage and which proportion is low voltage. It should be examined why it is not technically feasible. We have to know how much portion cannot be underground and there we can use flight bird divertors even if cost is more
CJI: so we can say lay low voltage lines underground and for high voltage use flight bird divertors even if cost is more.
CJI: are you aware of Wildlife institutes report?
AG: we have it summarized in our reply.
