There's 2 different types of vaccine export bans being discussed in Brussels: targeting a company, or targeting a country.

The 1st can be done using existing export transparency mechanism. The 2nd would need a new mechanism agreed by EU leaders at Thursday's summit
If AstraZeneca tries to send doses from its EU plants to the UK, to make up for the India delivery shortfall, the existing mechanism can be used on the basis of AZ falling short of its dosage delivery promises to the EU.

Such a block is almost guaranteed to happen if AZ tries it
But to block exports of Pfizer, which is meeting its delivery promises to EU, a new mechanism would be needed.

That mechanism would target countries rather than companies, saying doses can't go to vaccine-producing countries that don't reciprocate, perhaps using Article 122.
The 10 million doses exported from EU to UK since 31 Jan were Pfizer, we understand.

A sudden loss of Pfizer delivery could cause UK's vaccination programme to collapse and endanger people getting their 2nd doses (which haven't been saved under the UK's 12-week-delay strategy).
IMHO I think it is unlikely EU leaders will decide to ban Pfizer exports at #EUCO on Thursday. The pain inflicted on the UK would be enormous, without a huge benefit to the EU vaccination campaign.

But I've heard some in Brussels saying it's a matter of principle.
So: AZ export ban almost certain, Pfizer export ban unlikely.

EU would benefit more from the US ending its export ban and allowing companies to use US plants to supply countries like 🇨🇦🇲🇽🇯🇵.

Then those countries wouldn't be relying on EU plants, and more doses could stay in EU.

This much is very clear:

If UK doesn't reach a deal with EU to allow #AstraZeneca to start exporting vaccine doses from its 2 🇬🇧 sites to 🇪🇺, the EU will block any attempt by AZ to ship doses made in 🇪🇺 to 🇬🇧 to make up for UK's current shortfall.
Dutch officials are saying they will block any proposed shipment from the AZ Helix plant to UK unless some kind of sharing deal with UK is reached.

If a deal proves impossible, "the Dutch government can be expected to follow the Commission in its verdict"

EU foreign affairs chief @JosepBorrellF announces that foreign ministers have adopted sanctions against four Chinese officials, including a top security director, for human rights abuses against Uyghurs.
China has immediately responded by blacklisting 10 EU citizens and entities, including lawmakers and two think-tanks - a significant escalation of tensions between Brussels and Beijing.

These are the 1st significant EU sanctions against China since an arms embargo in 1989.
The EU's China sanctions have been coordinated with the US & UK, which adopted their own sanctions at the same time.

The issue will be discussed further with the US Secretary of State tomorrow when he meets with EU officials.

I keep seeing the line 'EU is having vaccine problems because it was too slow in negotiating contracts' repeated in 🇬🇧&🇺🇸 media.

I want to push back on this narrative because I think it's missing where real EU-level mistakes lie. Let's review what happened in past year (🧵1/17)
AstraZeneca signed purchasing agreement with EU one day before its agreement with UK.

AZ CEO told an EP hearing last month that UK priority comes from research funding agreement Oxford signed with UK gov in Jan/Feb 2020, inherited by AZ when it partnered with Oxford in May 2020.
🇬🇧 was smart to start funding vax research before #Covid19 even hit Europe. But they made a consequential choice by (apparently) making funding conditional to Brits getting doses of any resulting vaccine 1st.

🇩🇪 funded BioNTech but did not include any Europe 1st clause.

The idea to ban vaccine exports to UK is not some kind of @VonDerLeyen whim, as many UK commentators seem to believe.

She's being pushed by EU capitals to do this, especially Paris, Berlin & Rome. Europeans are angry that 41 million vaccines have left 🇪🇺 while 0 have left 🇺🇸or🇬🇧
AstraZeneca is only delivering 1/3 of doses promised to EU, and is blaming a supposed UK 1st Oxford contract with the UK government for why the two plants in the UK can't be used to meet that delivery promise as envisioned.

10 million doses have been exported from EU to UK.
Meanwhile the US has a complete vaccine export ban, which companies have built supply chains around.

It's the reason EU factories have had to be used to supply Canada and Mexico, instead of the factories next door in the US.

EMA Chief Emer Cooke says they have not identified any link between the #AstraZeneca vaccine and the blood clots, but they cannot rule it out.

Therefor they advise that countries continue to give it out but inform citizens to be vigilant and monitor the situation.
Asked whether EU countries should now end their AZ suspensions, Cooke says her understand was they were waiting for the result of this EMA review.

"Our responsibility is to determine whether benefits outweigh the risks so that countries can make an informed decision"
EMA elaborates on what they mean by informing AZ recipients about potential risks.

They say patients should be informed of the possible symptoms of blood clots and report them immediately. Which is normal advice for someone getting a vaccine.

Breaking: The United States is reportedly about to end its vaccine export ban.
There's no sign Biden will grant EU's request to send AZ doses their way.

But this will still benefit 🇪🇺, because with Covid vaccines for the 1st time going from 🇺🇸 to 🇨🇦&🇲🇽, EU plants can send less to those 2 countries.

More doses can stay in EU.

The announcement that the US is preparing to end its export ban comes one day after the EU threatened to ban exports to countries that don't export themselves.
