EU's vaccines bazaar is back again today. Last night, Slovenia and Czech Republic joined Austria in blocking a 30/70% division of 10m vaccines. Latest draft presidency ๐ต๐น proposal offers to *cut* additional vaccines for AT, CZ, SL. 3m would then be shared among ๐ง๐ฌ๐ฑ๐ป๐ช๐ช๐ญ๐ท๐ธ๐ฐ
For those who think the EU has no sense of humour: the Czech Republic is rewarded for blocking the first proposal by having its additional vaccines share cut from around 140k to 70k. The missing 70k would be distributed to its allies in Austria and Slovenia.

Current proposal - due to be approved - would distribute additional vaccines to:
Bulgaria: 1.151,040
Croatia: 683,514
Estonia: 41,390
Latvia: 376,456
Slovakia: 602,255
Deal for distribution has been agreed by the EU 24. Austria made a last ditch attempt to overturn the mechanism but ultimately had no say as it was not part of the final agreement. The 10m will be distributed pro rate, with 19 MS forgoing shareto provide extra for 5 MS
"Vienna lost the argument, lost goodwill and lost friends with it antics. This episode and the blatant lack of solidarity from Vienna will not be easily forgotten", an EU diplomat.

Dec 7 marks the formal end of the "conciliation" period between MEPs and the council to agree a new budget for 2021. If there is no deal at this point, the EU's emergency austerity budget automatically kicks in from Jan 1 based on extending the budget ceilings from 2020.
But contrary to some hopes of MEPs, rolling over the 2020 budget ceilings doesn't mean the EU has a more "generous" 2021 budget. Under the 12ths, new cohesion money disappears - as do all the newly agreed priorities on research, science, climate (Just Transition Fund)
