Kali popped up in previous yugas whenever Tamasic nature was witnessed.
Kali along with Dvapara appeared in Treta Yuga and afflicted Nala. +

Kali got manifest in Treta Yuga again when sage Chyavana lustfully watched a young girl without her knowledge.

Kali manifested in Dvapara Yuga when dice game was announced with malefic intentions. Dvapara devata resides+
dice game. It was played often in Treta Yuga, but only for fun and as a game. In Dvapara Yuga during Mahabharatha it was played with foul intention of grabbing one's wealth. Then it is said that Kali colluded with Dvapara. Same as what happened to Nala in Treta Yuga +
When Pandavas were invited for the dice game, Vidura understood that Kali Yuga had arrived. But with the other Prime (Pradhana) verse stating that the war occured in Dvapara - Kali sandhi, it must be understood that this was about decline in dharma and increase in tamasa+
Before Krishna left for peace mission, Yudhishthira expressed that Kali resides in the battlefield, as there is so much harm to life happening in the war with and without enmity.

Krishna expressed the same to Karna when he said once war is certain there is no Krita, no Treta +
no Dvapara, but only Kali when the Pandavas take on the Kauravas.

At the ultimate hour of war, Bhima killed Duryodhana by a blow in contravention to rule. To pacify the enraged Balarama by that act, Krishna said that Kali had arrived, as is common in a war, told by him earlier+
but pointed out tht there was nothing adharmic for, Bhima had only fulfilled his vow of killing Duryodhana by hitting at his thigh. Additionally sage Maitreya's curse is there that he would die by a blow on his thigh. So there was personal dharma in adharma tht stopped Kali then+
As long as Krishna was around the occasional appearance of Kali's tamasa couldn't last. This is repeatedly told by sages including Vyasa. Only when he left this world, Kali Maha Yuga started. Seeing that, Pandavas also left. Vyasa stated the arrival of Kali in MBh. In next part.
