It goes without saying that, ours is a circus. If at all you cared to validate the NCASP effectiveness(Annex 17 Standards 3.4.4 to 3.4.7), Thro a working NCASC, that is, would we need a component of its work replicated through a whole NATFC, essentially made of the same people?
While control & supervision of the NCASP, on paper remains with @CAA_Kenya, ultimately, a balanced Govt approach to the establishment, coordination & maintenance of a viable oversight system that best addresses Facilitation, is well within the NCASC mandate.
As much as on matters Facilitation, Yes ICAO recommends that States should establish National Air Transport & Airport Facilitation Committees. But, if the one on AVSEC, the NCASC is working effectively, why replicate an overlapping issue ? Is that not a waste of time & money?
Each ICAO Member State is required to establish, implement & maintain a written NCASP. It's objective being to protect the safety, regularity & efficiency of international civil aviation in the State by providing,
thro regulatory, practical & procedural safeguards.
That said, since the NCASP already enshrines, that an NCASC exists for the security side of the coin, which in essence already covers facilitation. Do we really need a stand alone NATFC ?? The answer in all due honesty is NO. Just add the tab to the NCASC, save time & money.
Moreover, aren't the members of the NCASC, the same ones appointed into the newly formed NATFC ? Yes they are. So when meeting as they do, can't facilitation be an agenda addendum ? Yes it can. But cronies must have a double sitting allowance, because ni cia muitika ?

@NDOCKenya It's current operational status aside is supposed to have a National Prep'dness System to help assess the nation’s emergency management capabilities in preparing for disasters &, in part, to help prioritize sectoral cross cutting Disaster Mgmt leadership, but does it?
