1/x Those funds should have been spent and distributed already. Those were funds for last year’s needs!

2/x Important questions to ask:
1. Why do those funds remain unutilized to this day?

2. What is the magnitude of unutilized funds under Bayanihan 2?

3. What are those specific items?

4. Which agencies did not spend what they should already have spent last year?
3/x Remember that Bayanihan 2 was legislated LAST YEAR to give aid to those who were affected by the lockdowns LAST YEAR.

The onus of explaining why those funds remained unutilized to this day is on the agencies. Almost all of them have critical roles to play in the IATF!
4/x Since they were unutilized by the agencies, natural uunahin talagang ipagamit ng DBM ang mga iyan.

From DBM’s standpoint, that is the fiscally prudent thing to do.

Why? Kasi if magrelease sila on top of the unutilized funds, baka Treasury naman ang magproblema.
5/x Pero kahit na fiscally sound itong move na ito ng DBM, there is NO escaping the bigger problem.

Ano iyon? The leadership and governance vaccuum more popularly known as #DutertePalpak.
6/x The fact remains na dahil sobrang delayed ng admin na ito sa pagbibigay ng ayuda na dapat sana ay for last year pa, the net result is this:

Naging isang bigayan na lang ng ayuda for last year and this most recent lockdown!
7/x Yes, absorptive capacity of the agencies is a problem and that is a huge consideration in public financial management.

But that speaks of a larger governance problem kasi hindi naman pwedeng maghintay forever and mga citizens kung kelan sila mag-shape up
8/8Just so y’all know, ganyan talaga ang mangyayari kapag mismong Presidente walang pakialam sa paggastos ng Executive.

Hello? You cannot divorce the budget from governance!

Role nya to compel agencies to spend kasi if they don’t spend, it’s all late-night ngawa on his part.
Haha. Kainis! Palaging scapegoat nila DBM.

The loan agreements for vaccines haven’t been signed. So anong sinasabi nila na nasa bank ang pera?!🙄

Nasa bangko ng lender ganon?

There may be funds in the Treasury at the moment for other things, but not specifically for vaccines.

Liar, liar, pants on fire.

Of course not.
Never mind if it’s the lending institution that will directly pay the supplier later on.

No loan agreement, no SARO release from DBM.

No SARO release from DBM, no authority to award contract.

Ganon yun. Nasa GAA yun.

Me to econ managers:

Don’t run the government like an effing business!

It’s not your job to save money. It’s your job to SPEND for the people.

Magbigay kayo ng ayuda so you don’t have to keep forcing a stupid strategy of reopening the economy

Almost Php1T of the 2021 Budget went to infra pero business-as-usual ang budget for health, livelihood and labor.

Not really surprised this would happen. The vaccination plan they presented to the Senate back in January doesn’t appear to consider realities on the ground🤷🏻‍♀️ interaksyon.philstar.com/politics-issue…
Also, it’s not really surprising this could happen. DOH has a track record of wastage due to inefficiency.

Billions of pesos worth of medicines either expired upon receipt of hospitals, overstocked/near expiration or left undistributed to hospitals.

Go check the COA reports.
The 2018 COA Audit report said Php18.5B worth of drugs and medicines procured by DOH Central Office remain in DOH warehouses. Around 2% of said stock was found to be nearing expiration.

70% or Php13B of the Php18.5B overstock are medicines purchased in 2018.

[2] No matter how disappointed we are about how this crisis has been handled, let’s not always jump to the conclusion that the money was pocketed by politicians.
[3] Yes, it’s possible that there’s corruption there somewhere at walang problema sa vigilance pagdating sa kaban ng bayan. But take time to look at the numbers too. Mas mabuting informed ka kung makikialam ka.

Sen Drilon said the Contingent Fund can be used to fund COVID interventions. Speaking of the Contingent Fund...

#DidYaKnow that President Duterte's Contingent Fund is 420% higher than the previous admin's? In 2016, the appropriation for it was only 2.5B. Now, it's 13B.
In the 2017 Budget, the Contingent Fund increased by Php3B or 120%. The following year, it increased by 136% more to Ph13B, the highest level that it has been in the past 3 years since President Duterte assumed office.
[3] Since the Contingent Fund appropriations increased in 2017, figures in the 2017-2019 National Expenditure Plan reveal a pattern of huge amounts of transfers to the DILG and DND, in particular, the PNP and the AFP.

Informing the public that there is such a strategy is good. Showing the breakdown of funding is appreciated. BUT - and this is a MAJOR BUT - the Php1.17T total reported by the SOF is sorely misleading.
[2] It lumps together a) the budget of expenditures and b) the sources of financing. That should never be done because, that’s in effect, double counting. Thus, the sources of financing (830B in the pink square) should be deducted from the 1.17T.
[3] these are apples and oranges which should to be added separately. To be even more precise, I agree with what a former colleague’s suggestion: the graphic could also state the expenditure for which a specific source of financing was earmarked for.
